Speaking at the opening of the working session, Secretary of the City Party Committee Nguyen Duy Ngoc expressed that in the past time, Hanoi has always received valuable attention and support from the leaders of the Party and State, directly and regularly the Politburo and the Secretariat.

In particular, Hanoi has always received the special affection and attention of General Secretary To Lam through meetings with voters, visits, work and encouragement of the Party Committee, government and people of the capital, with comprehensive and profound instructions, expressing vision and strategic thinking, concerns about the development process and life of the people of the capital. This is an extremely valuable spiritual resource, a guideline and motto for action for Hanoi to confidently enter a new era of development, with high requirements and great determination.

Secretary of the City Party Committee Nguyen Duy Ngoc said that based on the Politburo's resolution on the development of the capital Hanoi, the Resolution of the 18th City Party Congress and the instructions of General Secretary To Lam during the 5 working and attending sessions, directing the recent City Party Congress and the direction of the Government Standing Committee, in response to the new requirements from the Central Committee's strategic resolutions, Hanoi has fully grasped the Politburo's policy and at today's conference, asked for the direction of the General Secretary and key leaders to implement the fundamental tasks, including 2 contents:

Firstly, report on the main content of the development of the overall planning of the Capital with a vision of 100 years, Resolution replacing Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo and amending the Capital Law in 2024.

Second, report on the Socio-Economic Development Model, taking science, technology, innovation, and digital transformation as the main driving force associated with solutions to promote double-digit growth.

In the process of preparing and implementing the above tasks, the city has been approved by the Politburo, the Central Committee, and the National Assembly issued Resolution 258/2025/QH15 on piloting a number of specific mechanisms and policies to implement large and important projects in the capital, as a timely mechanism to remove major and urgent problems, resolve existing bottlenecks to create an immediate "push" for development, while waiting for the fundamental and long-term legal frameworks to be completed.
