Hanoi temporarily suspends construction of road and sidewalk digging

In order to ensure traffic safety, environmental sanitation and urban beauty to serve the 14th National Congress of the Party and the Lunar New Year holiday in 2026, the Hanoi Department of Construction requested a temporary suspension of road excavation and sidewalk construction in the city during peak times.

According to the document signed by Mr. Tran Huu Bao - Deputy Director of the Hanoi Department of Construction, investors, project management boards and contractors on roads and streets in Hanoi must strengthen site supervision, speed up progress, complete the items under construction; restore the site, clean up, ensure traffic safety, environmental sanitation and urban aesthetics, and complete before January 15, 2026.

The Hanoi Department of Construction announced the temporary suspension of road excavation and sidewalk construction, except for projects to handle unexpected incidents and some key projects permitted by the City People's Committee or the Department of Construction. Specifically:

From January 16, 2026 to January 26, 2026: Temporarily suspend the construction of road excavation and sidewalks on some main routes, belt roads, routes around the National Convention Center, hotels where delegates are staying and routes serving the travel of delegates attending the 14th National Party Congress.

From February 7, 2026 to March 3, 2026: Temporarily suspending construction of road excavation and sidewalk construction in the entire city during the Lunar New Year holiday in 2026.

The Hanoi Department of Construction requests the Hanoi City Police and the Hanoi City Inspectorate to strengthen coordination, inspection, and strict handling of violations by investors, project management boards, and construction contractors.

At the same time, the People's Committees of wards and communes are required to direct the Infrastructure Investment Project Management Board, investors and contractors licensed by the locality to urgently complete the construction works under construction, restore the site, ensure traffic safety and order, environmental sanitation and urban aesthetics; organize a temporary suspension of road and sidewalk digging in accordance with regulations.

The Hanoi Department of Construction assigned departments, specialized units and units managing, maintaining and repairing transport infrastructure and technical infrastructure to strengthen site inspection; strictly handle violations and promptly report to the Department for consideration and direction for contents beyond its authority.

The temporary suspension of road and sidewalk excavation is to ensure smooth traffic conditions, spacious urban landscape, best serve the 14th National Congress of the Party and the travel needs of the people, domestic and international tourists during the Lunar New Year of Binh Ngo in 2026 in the capital.
