Hanoi sets a target of 46 drug-free communes and wards by 2026
Hanoi aims to have 46 drug-free communes and wards by the end of 2026, strengthen drug addict management and early prevention.
The Hanoi People's Committee has just issued a plan for drug prevention and control and the construction of drug-free communes and wards in 2026, with the goal of improving the effectiveness of drug management, prevention and combat in the area.
According to the plan, Hanoi will synchronously deploy solutions, taking prevention as the main goal, proactively fighting and preventing drugs early and remotely to complete the set targets. The city aims to manage 100% of drug addicts, illegal drug users and post-rehabilitation managers; promptly detect and handle violations of the law. All people who have completed the treatment program will be recorded and put into local post-rehabilitation management.
Over 80% of drug addicts and illegal drug users with management records have access to consultation, treatment, drug addiction treatment and community integration support services. At the same time, the city ensures that 100% of eligible cases are recorded as going to compulsory drug rehabilitation or registering for voluntary drug rehabilitation at public drug rehabilitation facilities.
In 2026, Hanoi plans to prepare 2,000 documents to request the People's Court with competent authority to issue a decision to send addicts to compulsory drug rehabilitation facilities; mobilize 1,500 people with determined drug addiction status to register for voluntary drug rehabilitation at public facilities. In addition, the city organized family and community drug rehabilitation for 78 drug addicts.
Regarding building a drug-free area, Hanoi strives to reach 36% of the total number of drug-free communes and wards by the end of 2026, equivalent to 46 units. In which, 26 communes and wards have met the drug-free criteria in 2025 and 20 new communes and wards will be built in 2026.
The authorities continue to promote the investigation, discovery, and criminal handling of drug-related criminals; ensure that 100% of the organizing and receiving points for illegal use of drugs are detected, eliminated, and prevent complicated recurrence.
To effectively implement the plan, the Hanoi People's Committee requests the Vietnam Fatherland Front Committee of Hanoi, the Propaganda and Mass Mobilization Committee of the City Party Committee, socio-political organizations, departments, branches and People's Committees of communes and wards to base on assigned functions and tasks to develop implementation plans in accordance with the actual situation of each unit and locality.
