Hanoi reveals the location for the construction of a second airport

On the morning of January 10, reporting at the working session of General Secretary To Lam with the Standing Committee of the Hanoi Party Committee, Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the People's Committee of Duong Duc Tuan presented a number of key contents on developing a master plan for the Capital with a vision to 100 years, Resolution replacing Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo and amending the Capital Law in 2024.

Handling traffic infrastructure bottlenecks and flooding

Permanent Vice Chairman of the City People's Committee Duong Duc Tuan said that regarding the issue of flood prevention, the city plans to build underground works and underground traffic in sync with the belt and center-line traffic system, combining the underground water collection system, underground tanks to prevent flooding and pumping stations. Planning a multi-function underground space system according to the TOD model.

Supplementing regulating lakes to store water, drain water, prevent flooding in areas with low foundations; building large-capacity pumping stations; expanding some sections and rivers under the Green Ring Road, green corridors, river banks, etc.

The city is urgently completing the construction of a regulating lake system, a drainage network system, pumping stations to drain out into the Red River, Day River... combined with reviewing and replacing the existing drainage system in the inner city area. In the long term, build underground water tank systems with underground drainage systems along the radial axes and beltways to exit newly built lakes in the suburbs such as: Chuong My, Ung Hoa, Thach That, Quoc Oai.

Regarding traffic congestion, Hanoi will add inter-regional road and railway transport connections with provinces around Hanoi; coordinate the implementation of national key projects of the North-South high-speed railway, Lao Cai - Hanoi - Hai Phong, Hanoi - Lang Son... to supplement the planning and orientation for the development of the urban railway system in the direction of strengthening connecting axes with neighboring urban areas, provinces and cities. Research on underground urban railways from Ring Road 3 and above to the inner city, TOD system, underground parking lots, commercial services to optimize land use around stations.

The additional plan strengthens the inter-regional traffic system (chessboard network structure) connecting new urban areas and old urban areas, combined with renovation and reconstruction of old, dilapidated streets and hamlets, to relieve local traffic congestion in the inner city.

Plan to add large bridges across the Red River to expand urban development space. Renovate and expand existing routes, traffic routes oriented towards 9 dynamic axes. Reviewing the planning of Noi Bai International Airport. Research on putting Gia Lam and Hoa Lac airports into dual-use exploitation, reserve land in the southern area ( Ung Hoa) to build a second airport in the capital region.

At the same time, synchronously build the Ring Road 1, 2, 5, 4 axis system... the axes of the center: Xuan Mai - Ton That Tung, National Highway 1A according to the plan, reorganize the intersections of the connection points combined with AI camera control to limit vehicles entering the areas of Ring Road 1 and Ring Road 2 according to the roadmap, to be completed in the period of 2026-2030.

Regarding environmental pollution, review the capital's solid waste treatment plan; propose to increase or decrease locations, scale, and require treatment technology. Research on the planning of waste and wastewater treatment lines; classify waste; review and supplement locations and scale of wastewater treatment areas in sync with urban development planning according to the new structure.

Review the planning of green corridors and green belt areas of rivers: Day, Tich, Nhue, To Lich, ... with solutions to unblock water flows, circulate water, treat direct wastewater drainage by a system of pipelines combined with roads and dykes; add the construction of large regulating lakes; forest parks, ecological environment along rivers, green corridors and green tham.

Special, superior, superior institutions

Regarding the construction of institutions for the development of the Capital, Permanent Vice Chairman of the City People's Committee Duong Duc Tuan said that building and developing the Capital with 3 viewpoints:

First, the viewpoint of positioning and function of the Capital: Building the Capital Hanoi "Cultured - Civilized - Modern - Happiness", the national political - administrative brain center; a major economic center; leading the country, reaching regional and international levels in culture, science, education, health; becoming a globally connected Capital. "Culturation - Identity - Creativity" is the center of all development orientations, an endogenous resource, the core to form courage, intelligence, and foundation for developing the capital.

Second, the viewpoint on institution building and governance: Develop a long-term master plan, a 100-year vision and the Capital with the establishment of a unique, superior, superior institution with sufficient authority and capacity to effectively solve problems of the Capital and the Capital Region. Implement maximum and comprehensive decentralization and delegation of authority, associated with specific mechanisms and policies so that the capital can proactively mobilize, allocate and effectively use all resources for construction and development with the motto "Hanoi Resolutely - Hanoi makes - Hanoi is responsible".
