Hanoi applies an emergency mechanism for two major projects
Hanoi - According to Secretary of the City Party Committee Nguyen Duy Ngoc, two large projects located in Hoang Mai, Phu Dien and Tay Tuu wards need to apply an emergency mechanism.
On January 14, speaking at the opening of the Fourth Conference, the Hanoi Party Committee Executive Committee (18th tenure), Secretary of the City Party Committee Nguyen Duy Ngoc said that there are only a few days left until the 14th National Congress of the Party will take place. The Congress is the starting point of the "new era - the era of national growth".
On January 10, General Secretary To Lam and Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man worked with the Standing Committee of the City Party Committee to listen very carefully, exchanged in depth and give strategic instructions. General Secretary To Lam noted that the Capital must be positioned as a center for national development, leading and shaping new development models and thinking; exploiting the maximum potential. Each problem that Hanoi solves successfully and effectively will have a great impact on the thinking and working of central and local leaders and managers nationwide.
The Secretary of the City Party Committee requested the delegates to thoroughly grasp the Conclusion of the General Secretary at the working session with the Hanoi Party Committee to complete the drafts at the highest level before submitting them to the appraisal agencies, reporting to the Politburo, the Government, and the National Assembly for consideration, approval, and approval.
Secretary of the City Party Committee Nguyen Duy Ngoc thoroughly grasped the important contents discussed at the conference.
First, regarding institutions and planning, with 3 major contents: proposing a Resolution to replace Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo; amending the Capital Law in 2024; developing a Master Plan for the Capital with a vision to 100 years. The three contents of institutions, planning and development models mentioned above have a very close organic relationship. This is an important condition for the capital to realize its development aspirations in the new era, as well as to fundamentally and effectively resolve 5 major bottlenecks in: urban order, traffic congestion, environmental pollution, flooding and food hygiene and safety.
Second, regarding the orientation of innovating the development model and double-digit growth solutions, Secretary of the City Party Committee Nguyen Duy Ngoc noted that to achieve the growth target of over 11% in 2026 and in the period of 2026-2030, it is mandatory for the city to innovate the development model.
Third, regarding the policy of investing and implementing a number of investment projects according to Resolution No. 258/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies to implement large and important projects in the capital, Secretary of the City Party Committee Nguyen Duy Ngoc said that the meeting of the City Party Committee will give opinions on the policy of implementing two specific projects: the Investment Project to build a complex of health care for the elderly - Hanoi Medical University in Hoang Mai ward and the Investment Project to build a digital and mixed-use technology park in Phu Dien ward and Tay Tuu ward. The two projects need to apply the emergency mechanism of Resolution 258/2025/QH15 to shorten procedures, start the project soon, and pioneer the implementation of Resolution 57-NQ/TW and Resolution 72-NQ/TW of the Politburo.
Fourth, regarding the action plan to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and digital transformation development, Secretary of the City Party Committee Nguyen Duy Ngoc noted that the action plan needs to aim at the goal that all fields, sectors and activities must thoroughly grasp and seriously implement Resolution 57-NQ/TW. All production, business, investment, development, and operation of the administrative and state management apparatus must be reviewed and adjusted to deeply grasp the spirit, viewpoints and goals of the Resolution.
Fifth, regarding the periodic contents including: Summary report on Party building work in 2025; directions and tasks for 2026 of the City Party Committee; Report on reviewing the leadership and direction work in 2025 of the Standing Committee of the City Party Committee; Report on the Party's finances in 2025, tasks for 2026 of the City Party Committee, Secretary of the City Party Committee Nguyen Duy Ngoc said that these are important contents and orientations for the Party organization committees under the Party organization and the entire political system, ensuring leadership, synchronous and effective operation according to the 4 axes of the Party Committee - People's Council - People's Committee - Fatherland Front throughout the City to the grassroots.
