Assigning social housing development targets to 34 provinces and cities
The Government assigns social housing development targets to localities, in which Ho Chi Minh City, Bac Ninh, and Hanoi are the provinces and cities with the highest targets.
The Government has just issued Resolution No. 7/NQ-CP dated January 12, 2026 on assigning social housing development targets (NOXH) to localities for the period 2026-2030.
By the end of December 2025, the whole country has 698 social housing projects being implemented with a scale of 657,441 units, of which: 193 projects have been completed, with a scale of 169,143 units; 200 projects have started construction, are being implemented with a scale of 134,111 units (of which in 2025, 90 new projects with a scale of 95,630 units were started, 102,633/100,275 units have been completed, reaching 102%; 305 projects have been approved for investment policy, with a scale of 354,187 units.
Thus, the number of completed, started projects, and approved investment policies by 2025 will reach 62% compared to the target set in the Project (investment in construction is about 1,062,200 units).
Although the development of social housing has had progress in recent times, to achieve the project's goal of completing the investment in the construction of at least 1 million social housing units by 2030, the task is still very heavy with a large workload.
Therefore, to complete the goals of the entire project, the Government agreed to direct all levels, sectors and localities to develop social housing as an important political task, demonstrating the good nature of the regime, associated with the goal of socio-economic development, ensuring social security and stabilizing people's lives.
Mobilize social resources, especially large real estate enterprises with capacity, experience, and social responsibility, "with heart and vision", and at the same time select large localities with high social housing needs to implement.
By 2030, the target of investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers must be completed or exceeded.


Localities, based on the above assigned social housing development targets, shall complete or exceed the targets to contribute to the completion of the common goals of the whole country.
The Government assigns the Ministry of Construction to monitor, guide, urge, summarize the implementation results of localities, and periodically report to the Prime Minister.
The provincial People's Committee includes the annual social housing development targets assigned in this Resolution in the annual socio-economic development plan for implementation. For projects that have started construction, it is necessary to urge project investors to focus resources on implementation, determined to complete in 2026.
Organize the preparation and approval of a list of locations for land areas that have been identified for the development of social housing and social housing projects; arrange enough land to invest in the construction of social housing in favorable locations, synchronously with technical infrastructure and social infrastructure.
Relevant ministries, branches and localities within their assigned functions and tasks should proactively monitor, inspect, supervise and evaluate the implementation of social housing development.
Strengthen community supervision activities so that works and projects are implemented in accordance with planning and design, ensuring quality, avoiding loss and waste.
