Developing social housing for rent, not following the movement, breaking down
The Prime Minister requested to adjust social housing policies, promote rental housing to suit affordability, not follow the movement, not to be fragile.
On January 13, at the Government headquarters, Politburo member and Prime Minister Pham Minh Chinh - Head of the Central Steering Committee on housing policy and real estate market chaired the 5th meeting of the Steering Committee.
In his opening speech, the Prime Minister emphasized that the right to housing is a basic right of citizens, in which housing is an essential need of every citizen.
Housing development is an important pillar of social security policies, and at the same time a driving force to promote growth and stabilize the labor market, sustainable socio-economic development.
In 2025, more than 102,000 social housing units (NOXH) were completed, aiming to complete 1 million social housing units early by 2028.
According to the Prime Minister, the current housing demand is not only stopping at ownership, but is shifting strongly to renting or leasing to stabilize long-term housing, in accordance with affordability, job characteristics and labor migration.
Therefore, social housing policies also need to be adjusted towards restructuring people's housing in a sustainable direction, gradually reducing the mindset of rushing after quantity, ensuring that everyone has the opportunity to access safe housing, suitable to their conditions and needs.
At the same time, it is identified that developing social housing for rent is an important task, fundamental and long-term, not following the movement, not breaking down.
The head of the Government requested delegates to focus on assessing the implementation of tasks assigned at previous sessions, especially the housing situation and the real estate market; the credit granting situation for the real estate sector.
Proposal on the social housing rental target for 2026 and the following years, especially provinces and cities with large urban areas, industrial parks, and areas with high labor concentration.
Unify the implementation solutions in the coming time, especially promoting administrative procedure reform, cutting unnecessary intermediaries; put social housing projects, especially social housing for rent, into "green streams" and "priority streams" when completing procedures.

According to the Ministry of Construction - the standing agency of the Steering Committee, in recent times, especially in 2025, housing policies and the real estate market have continued to receive attention for improvement.
The Prime Minister issued 1 decision, the Minister of Construction issued 1 circular; at the same time issued guidelines on determining subjects, conditions, and criteria for preferential loans for the development of social housing, housing for the people's armed forces, workers' accommodation in industrial parks, renovation, and reconstruction of apartments.
Implementing the direction of the Prime Minister, ministries and branches are also urgently proposing to establish a "Real estate and land use right transaction center" established by the State; are finalizing the Decree amending and supplementing a number of articles of decrees in the field of housing and real estate business.
Ministries and branches coordinate with localities to review and promote the establishment of a National Housing Fund; review and abolish procedures for registration of contracts according to models and general transaction conditions for the purchase and sale of apartments that cause barriers and difficulties for businesses.
Review and clarify the demand for housing rental, and at the same time propose targets for developing rental housing in 2026 and the following years for the period 2027-2030.
