Military hospital director has the right to establish a health examination council

Based on the Plan approved by the Minister of National Defense, the General Department of Logistics and Technical has presided over and coordinated with relevant agencies and units to study and draft a Submission and draft Circular to replace Circular No. 23/2019/TT-BQP of the Minister of National Defense regulating health standards and health examinations for soldiers participating in peacekeeping activities of the United Nations.

This Circular stipulates health standards and health examinations according to the requirements of the United Nations peacekeeping mission and the responsibilities of relevant agencies, units and individuals for health examinations for subjects before, during and after performing the United Nations peacekeeping mission under the management of the Ministry of National Defense.

Subjects of application: Officers, professional soldiers, non-commissioned officers, and soldiers under the management of the Ministry of National Defense sent to participate in United Nations peacekeeping activities.

Agencies, units and individuals involved in organizing health examinations, assessments, health classification and health record management of military personnel participating in United Nations peacekeeping activities.

Article 6 also states the authority to establish a Health Examination Council as follows:

Based on the health examination plan and the proposal of the agency unit (a unit under the Ministry of National Defense or an agency or unit under the Ministry of National Defense authorized to organize health examinations), the management and training unit and the Vietnam Peacekeeping Department/Ministry of National Defense, the Director of the Military Hospital decided to establish a Health Examination Council to examine the health of soldiers participating in United Nations peacekeeping activities.

Components of the Health Examination Council:

The Chairman of the Health Examination Council is the Chairman or Vice Chairman of the Hospital;

The Vice Chairman of the Health Examination Council is the Head or Deputy Head of the Department of the Hospital;

The Secretary of the Health Examination Council is a general planning officer of the Hospital;

The members of the Health Examination Council are hospital staff, military medical staff of the military health management unit of the military participating in the selection (if commended or authorized); Head of the paraclinical Department, officer in charge of pharmaceutical work, head of the treatment department, head of the traditional medicine department, and specialist doctors with experience according to the provisions of law on medical examination and treatment.

Working principles of the Health Examination Council:

The health examination council works on a collective principle, deciding on issues by majority;

Members of the Health Examination Council are responsible for strictly implementing the Council's working regulations and rules; being responsible for the results of the health examination and classification assigned to them and being responsible to the Council for their examination results;

The health examination council must record, synthesize, conclude and report the results of the health examination for each soldier according to regulations.

The minutes must have the signature of the Chairman, Council members, and soldiers being examined and must have the stamp of the Hospital where the health examination is held.
