Hung Yen - The Provincial People's Committee requests to accelerate the disbursement of public investment capital, remove obstacles and soon start the Nghi Xuyen culvert project.

On April 16, Mr. Lai Van Hoan - Vice Chairman of Hung Yen Provincial People's Committee - chaired a meeting to listen to the Construction Investment Project Management Board No. 1 report on the disbursement results of public investment capital in the first quarter of 2026, the second quarter plan and the progress of the Nghi Xuyen culvert construction project to drain water from the Cuu An River to the Red River.

According to the report, in 2026, the Board was assigned to be the investor of 61 projects, with a total investment of nearly 49,800 billion VND; of which 40 projects are under construction and 21 projects are in preparation.

Disbursed value in the first quarter reached 536.4 billion VND, equivalent to 6.7% of the year plan. For the Nghi Xuyen culvert project, the total investment of 250 billion VND from the provincial budget, is implementing surveys and drawing construction drawings, expected to be completed in May 2026, striving to start construction in the third quarter of 2026.

At the meeting, delegates clarified the causes of the problem, proposed solutions to remove obstacles, especially in site clearance, ensuring material sources and improving contractor capacity.

Concluding the meeting, Mr. Lai Van Hoan requested the Construction Investment Project Management Board No. 1 to operate decisively, closely monitor the progress of each project; closely coordinate with departments, branches, and localities to remove difficulties and accelerate site clearance.

Localities need to mobilize the entire political system, linking the responsibility of heads of communes and wards with the progress of site handover, considering this as a criterion for evaluating tasks.

The Project Management Board is required to urge contractors to perform "3 shifts, 4 teams", deploy immediately when there is site clearance, proactively source materials, handle technical problems; strengthen supervision, strictly handle violations of progress and quality. Relevant departments and branches shorten appraisal time, promptly announce materials prices close to the market, and advise on flexible operating mechanisms.

Regarding the Nghi Xuyen culvert project, Mr. Lai Van Hoan requested to urgently complete the dossier, accelerate surveys and designs, ensure progress, and closely coordinate with the locality to start construction soon.
