Gia Lai requests the commune level to directly implement site clearance for the expressway project

HOÀI PHƯƠNG (báo lao động) 09/01/2026 08:25 (GMT+7)

Gia Lai - The progress of site clearance for the Quy Nhon - Pleiku expressway is currently very slow, the volume is low, many localities have not completed the procedures to make a basis for compensation.

The Quy Nhon - Pleiku Expressway Construction Investment Project has a total length of 125km passing through 16 communes and wards of the province; a scale of 4 lanes, a design speed of 100km/h, a total investment of 43,734 billion VND.

The project is divided into 3 component projects: component 1 (22km long, total investment capital of VND 6,989 billion), component 2 (68km long, total investment capital of VND 27,576 billion) and component 3 (35km long, total investment capital of VND 9,169 billion), implemented from 2025-2029.

The Quy Nhon - Pleiku Expressway is an important east-west traffic axis, connecting the South Central Coast region with the Central Highlands, opening up the fastest access from the plateau to the seaport and vice versa.

Currently, National Highway 19 is a vital traffic route connecting the east-west of the province, but there are many winding mountain pass sections, narrow road surfaces, and high risk of traffic accidents, causing travel time from Quy Nhon to Pleiku to take about 4 hours. When the expressway is completed, travel time is expected to be shortened to about 2 hours.

Immediately after starting construction on December 19, 2025, Gia Lai province has directed investors, units and localities to focus on implementing site clearance (GPMB). However, up to now, the progress of site clearance is still very slow, the implementation volume is still low; some localities have not approved specific land prices, have not approved mechanisms and policies to support site clearance, and have not established compensation plans.

According to Mr. Nguyen Tu Cong Hoang - Vice Chairman of Gia Lai Provincial People's Committee, if there are no breakthrough solutions, the effectiveness of site clearance will greatly affect the project's construction progress. Mr. Hoang requested departments, branches, Project Management Boards of localities and People's Committees at the commune level to seriously and drastically implement the site clearance progress to speed up the site clearance progress.

Commune-level Secretaries - Head of the Steering Committee for Land Acquisition at the commune level must enhance their responsibility, directly manage the activities of the Steering Committee; closely monitor the work and tasks, not fully entrust them to the leaders of the People's Committee at the commune level during the implementation process, avoiding the situation of not being able to grasp the results, progress, difficulties and obstacles in the locality.

The Chairman of the People's Committee at the commune level must urgently inspect, review, and specifically report on the progress of compensation and site clearance; compare with the required progress to clarify the causes of delay, difficulties, and problems and propose feasible solutions.

Investors (Provincial Traffic and Civil Project Management Board; Provincial Construction Investment Project Management Board) coordinate with localities to inspect and promptly resolve difficulties and problems according to their authority; speed up site clearance for resettlement areas and burial areas, ensuring that the overall progress of the project is met.
