Transferring 12 civil servants of the Ministry Inspectorate to the Government Inspectorate
The apparatus and personnel of the Government Inspectorate will be arranged on the basis of ending the activities of 12 Ministries Inspectorate and 5 department-level units of the Government Inspectorate.
The Prime Minister has just issued Decision No. 755/QD-TTg promulgating the Plan to implement the Conclusion of the Politburo and the Secretariat on the Project to reorganize the inspection agency system to be streamlined, compact, strong, efficient, effective and efficient.
The plan sets out the task of reviewing, amending, supplementing and perfecting laws related to inspection organization and activities.
In particular, developing and submitting to competent authorities to issue documents on inspection organization and activities:
- Submit to the Government to issue a Decree regulating the functions, tasks, powers and organizational structure of the Government Inspectorate according to shortened order and procedures;
- Advise the Government to submit to the National Assembly to draft the Law on Inspection (amended) in the order and procedures, including the amendments and abolishes the regulations related to the organization and inspection activities in specialized laws to ensure unity and synchronization with the Inspection Law (amended), to submit to the Government to submit to the National Assembly at the 9th Session
Regarding the system of inspection, organizational structure and personnel of the Government Inspectorate will be arranged on the basis of ending the activities of 12 ministry inspectors and 5 units at the Government Inspectorate; Consolidation of the Inspectorate School and the Institute of Strategy and Science Inspection.
Notably, the plan clearly stated the implementation and transfer of civil servants to the inspection work of 12 Ministry Inspectors in accordance with the task requirements of the Departments, Departments and units of the Government Inspectorate; At the same time, arranging and arranging civil servants, departments and units under the Government Inspectorate according to the new organizational model;
Implement the handover and reception of party members and civil servants' records and other related contents; implement the regime and policies for civil servants during the arrangement process according to regulations.
In addition, reorganize the apparatus and personnel of the Provincial and centrally run cities Inspectorate (Provincial Inspectorate) on the basis of ending the activities of the District Inspectorate and the Department Inspectorate to reorganize into organizations under the Provincial Inspectorate.
Also according to the plan, the headquarters and facilities for the Government Inspectorate will be arranged according to the principle of maximum use of existing headquarters and facilities of the Government Inspectorate, and the headquarters of redundant state agencies will be arranged after the arrangement according to Resolution No. 18-NQ/TW to ensure savings, efficiency, and avoid waste.
In case of not yet arranging, the headquarters of redundant state agencies can be immediately arranged after the arrangement according to Resolution No. 18-NQ/TW, allowing the lease of working headquarters to ensure continuous and uninterrupted operations. The rental of offices must comply with the provisions of law.
For the Provincial Inspectorate, arrange and assign headquarters and facilities to the Provincial Inspectorate, ensuring continuous and uninterrupted implementation of tasks.
