List of 16 delegates of the Presidium of the 18th Hanoi Party Congress
On the afternoon of October 15, the Hanoi Party Committee held a spring session of the 18th Congress of Delegates. Secretary of the Hanoi Party Committee Bui Thi Minh Hoai chaired the adjournment session.
At the admission session, the Congress approved the working program of the admission session; elected a Presidium of 16 delegates; a Secretariat of 3 delegates and a Delegation status Inspection Committee of 7 delegates.
The Congress approved the official working session and the Congress Working Regulations; disseminated voting regulations within the Party;
Listen to the Report on synthesizing opinions contributed to the draft documents submitted to the 14th National Congress of the Party and implement a number of other important contents to prepare for the official session of the Congress.
Speaking at the opening of the adjournment session, Ms. Bui Thi Minh Hoai - Secretary of the Hanoi Party Committee emphasized that with serious, scientific preparation and a high sense of solidarity, democracy and responsibility of the delegates, the 18th Hanoi City Party Congress will be a great success, meeting the trust of cadres, party members and people of all walks of life in Hanoi, contributing significantly to the success of the 14th National Congress of the Party.
Mr. Nguyen Doan Toan - Head of the Propaganda and Mass Mobilization Committee of the City Party Committee, presented the Report summarizing comments on the draft documents submitted to the 14th National Congress of the Party. The report truly, objectively and comprehensively reflects the opinions of 2,130 grassroots Party organizations and 136 Party Committees under the Hanoi Party Committee.
The opinions demonstrate the sense of responsibility, enthusiasm and deep trust of cadres and party members of the capital in the Party's guidelines and policies. The majority of opinions highly agreed with the content of the draft documents, evaluating the draft documents that were prepared meticulously, scientifically, innovatively and comprehensively, demonstrating a strategic vision and sustainable development thinking.
The form, structure, and layout of the draft documents are assessed as strict and reasonable, ensuring generally accepted and high orientation; the content is a deep grasp of Marxism-Leninism and Ho Chi Minh's ideology, firmly affirming the goal of national independence associated with socialism, while expressing the aspiration to develop a prosperous and happy country.
The draft documents crystallize the 40 years of innovation in theory and practice, reflect the will, aspirations and beliefs of cadres, party members and people, create social consensus, affirm the strength of great national unity under the leadership of the Party.
In addition, the comments were also frank in pointing out the limitations and causes, and at the same time proposing orientations, tasks, and practical solutions for the next stage of the country's development.
Also in the adjournment session, the Congress announced the list of 11 Delegations and 11 Discussion Groups. In the afternoon, the Delegation groups met to disseminate the content, assign tasks and prepare for the official session.
According to the Program, on the morning of October 16, 2025, the 18th Congress of the Hanoi City Party Committee will officially open at 8:00 a.m.
Electing 16 people to the Congress Presidium
Mr. Nguyen Van Phong - Standing Deputy Secretary of the Hanoi Party Committee chaired the election of the Congress Presidium.
With 100% of delegates in agreement, the Congress approved a list of 16 individuals to join the Congress Presidium, including:
1. Ms. Bui Thi Minh Hoai - Secretary of the Hanoi Party Committee.
2. Mr. Tran Sy Thanh - Chairman of Hanoi People's Committee.
3. Mr. Nguyen Van Phong - Standing Deputy Secretary of the Hanoi Party Committee.
4. Mr. Nguyen Ngoc Tuan - Chairman of the Hanoi People's Council.
5. Ms. Nguyen Lan Huong - Vice President of the Vietnam Fatherland Front Committee, President of the Vietnam Fatherland Front Committee of Hanoi City.
6. Mr. Hoang Trong Quyet - Chairman of the Hanoi Party Committee's Inspection Committee.
7. Mr. Ha Minh Hai - Head of the Hanoi Party Committee's Organization Committee.
8. Mr. Nguyen Doan Toan - Head of the Propaganda and Mass Mobilization Department of the Hanoi Party Committee.
9. Mr. Do Anh Tuan - Head of the Hanoi Party Committee's Internal Affairs Committee.
10. Mr. Le Hong Son - Permanent Vice Chairman of Hanoi People's Committee.
11. Ms. Phung Thi Hong Ha - Vice Chairwoman of Hanoi People's Council.
12. Mr. Nguyen Trong Dong - Vice Chairman of Hanoi People's Committee.
13. Mr. Duong Duc Tuan - Vice Chairman of Hanoi People's Committee.
