Speaking at the opening of the dismissal session, Ms. Bui Thi Minh Hoai - Secretary of the Hanoi Party Committee said that after a period of active and urgent preparation, with a serious and responsible spirit, and the approval of the Politburo, the 18th Hanoi City Party Congress will be held for 3 days from October 15 to 17, 2025.

The afternoon session of October 15 will elect the Presidium, Secretariat, the Delegation of Representative status review board and carry out a number of important tasks before entering the official session taking place tomorrow morning (October 16).

The Secretary of the Hanoi Party Committee said that in recent times, along with the drastic leadership in completing the tasks and targets of the 17th City Party Congress and organizing the arrangement of local government at 2 levels, the Hanoi Party Committee Executive Committee has focused on directing the successful organization of the Congress of 2,130 grassroots Party organizations and 136 Party Committees under the City Party Committee.

The subcommittees, Standing Committees, and the Executive Committee of the 17th City Party Committee have actively prepared the Congress documents, personnel plans, and logistics work to serve the 18th City Party Congress as planned approved by the Politburo.

The 18th Hanoi City Party Congress, term 2025 - 2030, is a very important political event for the Party Committee, government and people of the capital, attracting the attention of agencies, organizations and people of all walks of life not only in Hanoi but also in the whole country. The success of the City Party Congress will contribute significantly to the success of the 14th National Congress of the Party.

The Congress will carry out 4 tasks: Summarizing the implementation of the Resolution of the Party Congress for the 2020-2025 term and determining the direction, goals, tasks and solutions for the 2025-2030 term; discussing and contributing opinions to the draft documents of the 14th National Party Congress; electing the City Party Executive Committee for the 2025-2030 term; electing a delegation to attend the 14th National Party Congress.

Therefore, Secretary Bui Thi Minh Hoai suggested that the delegates attending the Congress uphold their sense of responsibility, focus their intelligence, and maximize their role in representing the will and aspirations of Party committees at all levels and nearly 50,000 Party members in the entire City Party Committee, actively contributing to the success of the Congress.

Suggesting some important issues

At the dismissal session, the Secretary of the Hanoi Party Committee noted and suggested the following issues:

First, on the development of congress documents: Immediately after the Politburo's directive on Party Congresses at all levels towards the 14th National Party Congress, the City Party Committee directed the development of timely, serious documents in accordance with Party regulations and Central guidance.

The draft document submitted to the Congress was attended by Party organizations, scientists, experts, intellectuals, and a large number of cadres, party members, and people of the capital. In particular, the draft document was discussed and commented on at the Congress of 136 Party Committees under the City.

"At this Congress, I suggest that the delegates continue to research and contribute ideas to clarify and illustrate the overall picture, affirming the city's achievements and the limitations and shortcomings that need to be overcome and corrected, especially recommending and proposing breakthrough solutions for the capital to break through in the coming time", said Ms. Bui Thi Minh Hoai.

Second, regarding the election of the 18th City Party Executive Committee and the Delegation to attend the 14th National Congress of the Party, according to the Secretary of the Hanoi Party Committee, each Congress, along with discussing documents, setting out directions, tasks, targets, and solutions for development in the coming time - the election of the City Party Executive Committee is extremely important.

Because the City Party Committee Executive Committee is the highest leadership agency between the two congresses, responsible for leading the entire City Party Committee to successfully implement the Resolution of the Congress.

deeply recognizing this issue, in preparing for the Congress personnel, the City Party Committee has closely followed and strictly implemented the Party's regulations, the direction of the Politburo and the Secretariat, fully implemented the steps and processes according to regulations, ensuring objectivity, democracy, publicity and transparency in developing the personnel plan. The personnel project submitted to the Congress has been appraised by competent authorities and approved by the Politburo.

"I suggest that our delegates uphold the sense of responsibility, for the common development of the City, carefully study the project, carefully study the structure, quantity, conditions, and standards of the Executive Committee members to be elected to the Executive Committee of the 18th City Party Committee, term 2025 - 2030 who are comrades with good moral qualities, capacity, the ability to jump, dare to think, dare to do, innovate, and be creative;

Ensure that the City Party Executive Committee elected by the Congress is a strong, united, courageous, and intellectual collective with sufficient leadership capacity to implement, complete and exceed the targets set by the Congress Resolution", Secretary Bui Thi Minh Hoai stated.

Third, this City Party Congress has many innovations, applied technology to serve the Congress, creating favorable conditions for delegates to study the Congress documents, therefore, Secretary Bui Thi Minh Hoai suggested that delegates attending the Congress strictly comply with discipline in speaking and confidentializing documents;

Carefully study the working regulations of the Congress and the election regulations within the Party, including some new points, and suggest that the delegations thoroughly grasp and unify the implementation, ensure the democratic rights of Party members and the focus of the Party's leadership.
