There is a basis to implement salary policies in the new period

According to the summary report on the work in 2025, deploying tasks in 2026 of the Department of Salary and Social Insurance (Ministry of Home Affairs), in the field of social insurance (SI), all documents guiding the implementation of the Social Insurance Law in 2024 have been fully and promptly advised, including resolutions, decrees and circulars, ensuring simultaneous effectiveness from July 1, 2025. The completion of the document system is considered to create an important legal basis for the law to soon come into life.

The Department participates in developing and completing the Salary and Allowance Project for cadres, civil servants, public employees and armed forces after the reorganization of the apparatus and the organization of local government at 2 levels. This project has been reviewed and approved by the Politburo in Conclusion No. 206-KL/TW, as a basis for implementing salary policies in the new period.

In the field of salary in the production - business sector and labor relations, the Department continues to perform the focal role of the National Wage Council and the Labor Relations Committee.

In 2025, the Government issued a decree to adjust the minimum wage for employees working under labor contracts with an average increase of 7.2%. The labor relations situation in enterprises is generally stable, the number of strikes has decreased compared to last year, no complicated incidents have occurred.

At the conference to summarize the work in 2025 and deploy tasks in 2026 of the Department of Salary and Social Insurance held on January 13, Deputy Minister of Home Affairs Nguyen Manh Khuong acknowledged and highly appreciated the efforts and results that the collective leadership, civil servants, public employees and workers of the Department of Salary and Social Insurance achieved in 2025.

According to the Deputy Minister, in the context of many difficulties in the domestic and international socio-economic situation, the need for innovation in state management in the fields of wages and social insurance is increasingly high, the Department has proactively advised, actively implemented and completed a large number of assigned tasks. In particular, institutional construction is identified as one of the highlights.

Deputy Minister Nguyen Manh Khuong emphasized that the Salary and Allowance Project for cadres, civil servants, public employees and armed forces approved by the Politburo in Conclusion No. 206-KL/TW has an important orientation for the implementation of salary policy in the new period, especially in the context of restructuring the apparatus and implementing the two-level local government model.

For the social insurance sector, the Deputy Minister highly appreciated the fact that the Department advised on the implementation of the Social Insurance Law in 2024 to come into life from July 1, 2025.

This is a law with a very wide scope of impact, directly related to tens of millions of workers participating, millions of people receiving pensions and potential participants in the coming time. Effective implementation of the Law is identified as a task of great significance in ensuring the legitimate rights and interests of the people.
