Opportunity to break through infrastructure and urban areas in the Southeast region
The three localities including Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau will merge into an administrative unit named Ho Chi Minh City, with the political - administrative center located in Ho Chi Minh City today. According to data from the General Statistics Office, the total economic scale (GRDP) in 2024 of the three localities of Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau will reach 2.71 million billion VND, accounting for nearly 24% of the total economic scale of the country. Of which, Ho Chi Minh City continues to hold the top spot with GRDP reaching 1.78 million billion VND. Binh Duong ranked third after Hanoi with VND520,5205 billion, while Ba Ria - Vung Tau reached VND417,306 billion.
Not only has the impressive economic scale, all three localities are also the focus of a series of large-scale investment projects and dynamic industrial parks, creating a diverse and modern economic ecosystem.
Ho Chi Minh City is currently promoting the implementation of a series of key infrastructure projects with regional connectivity such as: Tan Son Nhat T3 Terminal, Ring Road 3 connecting Ho Chi Minh City with Dong Nai, Binh Duong, Long An; Ho Chi Minh City - Moc Bai Expressway; Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway; Ben Luc - Long Thanh Expressway; Ring Road 4 connecting Ho Chi Minh City, Long An, Binh Duong, Dong Nai, Ba Ria - Vung Tau.
Meanwhile, Binh Duong continues to hold second place in the country in FDI attraction, with total accumulated investment capital by 2024 reaching nearly 43 billion USD. Many outstanding projects such as LEGO factory, Ring Road 4, mechanical and information technology industrial parks have contributed to accelerating the urbanization and industrialization of the province.
On the side of Ba Ria - Vung Tau, this locality is gradually transforming into a center for renewable energy, petrochemicals, seaports and high-end marine tourism. Major projects such as expanding Cai Mep port cluster, Bien Hoa - Vung Tau railway, upgrading Con Dao airport, projects in Long Son, Ho Tram areas or Long Son - My Xuan general port... are creating momentum for sustainable and modern development of the province.

Super urban area in the Southeast
Experts say that with the merger of Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau, the Southeast Economic Zone will form a multi-centered "super-city", maximizing the strengths of each locality.
Dr. Ngo Viet Nam Son, a unified super city, will help optimize resources and development space. For example, Can Gio port in the new vision can be upgraded to a complete international port, directly connecting with Thi Vai - Cai Mep - Can Gio port cluster, creating a logistics network throughout to industrial parks in the Southern Economic Quadrangle.
If Can Gio coastal urban area is directly connected to Vung Tau, it will form a chain of high-class ecotourism - marine tourism urban areas, becoming the southern growth pole of Ho Chi Minh City and contributing to clearly shaping the expanded urban space along the sea - technology - service axis.
According to Mr. Ngo Viet Nam Son, an "expanded Ho Chi Minh City" will have an area three times larger than it is now, while the population will only increase by one and a half times. This means that the development land fund will increase significantly, creating a premise for multipolar - multi-center urban planning, expanding to the North (Binh Duong) and Southeast (Vung Tau).
