Preparing to submit a Resolution on the arrangement of administrative units at the provincial and commune levels
The Ministry of Home Affairs is assigned to submit to the Government to submit to the National Assembly Standing Committee to issue a Resolution on the arrangement of administrative units at the provincial and commune levels.
On the evening of April 11, the Government Office announced that the Government had just issued Resolution No. 77/NQ-CP on the regular Government meeting in March 2025 and the Online Conference of the Government with localities.

Ministries, agencies and localities, according to their assigned functions, tasks and powers, focus on researching and proposing amendments and supplements to regulations related to the organization of the apparatus in the system of legal documents, ensuring the continuous, smooth and effective operation of the state apparatus after the arrangement according to the direction of the Politburo and the Secretariat.
Focus on clearly defining the authority between local government levels when converting from a 3-level local government model to a 2-level one, associated with promoting decentralization from the Central Government to local governments.
Ministries and ministerial-level agencies urgently develop and issue documents under their authority in April 2025 to guide localities in transferring work, ensuring no interruption in the management of sectors and fields in localities when merging provincial-level administrative units, not district-level organizations, continuing to merge commune-level administrative units.
The Ministry of Home Affairs shall preside over and coordinate with agencies and localities to urgently complete the submission and project to reorganize administrative units at all levels and build a model of organizing local government at both levels to ensure adequate political basis, legal basis, and practice to submit to the Central Executive Committee for approval.
The Ministry of Home Affairs submits to the Government to submit to the National Assembly Standing Committee to issue a Resolution on the arrangement of administrative units at the provincial and commune levels; submit to the National Assembly and the National Assembly Standing Committee to issue a Resolution on the arrangement and merger of administrative units at the provincial and commune levels in accordance with the progress and requirements of the Politburo and the Central Executive Committee.
The Ministry of Justice organizes early appraisal of draft laws and resolutions that will be submitted to the National Assembly for approval at the 9th Session.
Strengthen monitoring, inspection, urging ministries and agencies to speed up the progress of drafting, promulgating according to their authority and submitting to the Government, the Prime Minister to issue documents detailing the laws and resolutions passed by the National Assembly, determined to completely resolve the situation of slow and debtor issuance of detailed regulations in April 2025.
Ministries, agencies and localities focus on reviewing, cutting and simplifying administrative procedures related to production and business activities, business conditions, internal administrative procedures, decentralization of administrative procedure settlement.
Carry out administrative procedures regardless of administrative boundaries within the provincial level, ensuring the set goals and requirements and in accordance with the organizational structure of the apparatus after the arrangement and streamlining.
