Chairman of Hanoi People's Committee requests not to wish leaders a happy new year
Hanoi - The Chairman of the City People's Committee requested departments, branches, sectors, People's Committees of wards and communes not to organize visits and New Year greetings to superiors and leaders at all levels.
On January 1, 2026, Chairman of the Hanoi People's Committee Vu Dai Thang signed and issued Document No. 01/UBND-TH on the implementation of Directive No. 05-CT/TU of the Standing Committee of the Hanoi Party Committee on organizing the service of Binh Ngo Tet in 2026 in the city.
Accordingly, the Chairman of the City People's Committee requested departments, branches, sectors, People's Committees of wards and communes to strictly implement Directive No. 05-CT/TU of the Standing Committee of the Hanoi Party Committee, focusing on implementing a number of key tasks.
Localities and units will effectively implement the assigned tasks in Plan No. 350/KH-UBND dated December 18, 2025 of the City People's Committee on organizing activities for the New Year 2026 and Lunar New Year Binh Ngo in the city.
Localities and units closely follow the contents, requirements, and progress to implement each task and work according to the assigned functions, authority, and tasks in the Plan; maximize and diversify social resources to practically care for the material and spiritual life of the people, so that all people in the capital have a joyful, warm, and peaceful Tet, especially the poor, people in difficult and disadvantaged circumstances, policy families, workers, unemployed workers, lonely elderly people, orphans, children in especially difficult circumstances, and ethnic minorities.
Localities and units that organize the event should carefully visit, encourage and wish the revolutionary veteran, Vietnamese Heroic Mothers, war invalids, sick soldiers, martyrs' families, families with meritorious services to the revolution, people of all kinds, intellectuals, artists, prestigious people among ethnic minorities, outstanding religious dignitaries, armed forces units, and standing forces on duty during Tet, in areas far from the city center. Agencies and units have prepared well the conditions to ensure timely payment of salaries and Tet bonuses to employees.
Localities and units organize and manage cultural and artistic activities, art programs, traditional festivals, tree planting Tet, and activities to celebrate the New Year practically and effectively, serving people and tourists in conjunction with foreign affairs activities, trade promotion, tourism promotion, the image of the thousand-year-old capital, being a "Safe - Friendly - Quality - Attractive" tourist destination during the New Year, Lunar New Year and welcoming the 14th National Party Congress and important political events of the capital and the country in 2026.
Localities and units must ensure political security, social order and safety, traffic safety, fire prevention and fighting, proactively grasp the situation, promptly detect and handle hot, prominent and complicated issues right from the commune and ward levels, not to be passive or surprised in any situation. Maintain and decorate the system of trees, flower gardens, lawns, public lighting and decorative lighting systems, provide electricity, clean water, ensure environmental hygiene and landscape of parks, flower gardens, streets, and residential areas "bright - green - clean - beautiful"; strengthen inspection, supervision, and strict handling of violations of environmental sanitation and urban order, illegal use of fireworks causing insecurity and safety during Tet.
Localities and units strictly implement discipline, order, regulations on revolutionary ethics, exemplary behavior and things that party members are not allowed to do, prevent waste and negativity; inspect, supervise, and strictly handle organizations and individuals who violate Party regulations and State laws during Tet, especially waste and negativity.
Do not organize visits or New Year greetings to superiors and leaders at all levels; strictly prohibit the use of public funds to give gifts to leaders at all levels in any form. Departments, branches, sectors, People's Committees of communes and wards should proactively review work before the Tet holiday, not to delay progress, avoid congestion, or delay administrative procedures of people and businesses. During the Tet holiday, arrange enough forces and means to be on duty, handle and resolve work promptly and smoothly.
Immediately after the Tet holiday, all agencies and units continue to focus on synchronously implementing the key tasks assigned by the Central Government and the City Party Committee, People's Council, and People's Committee in 2026.
