Hanoi mobilizes 100% of households to have masks to prevent poisoning and rope ladders

On December 30, Permanent Vice Chairman of Hanoi People's Committee Duong Duc Tuan signed and issued Program No. 11/CTr-UBND of Hanoi People's Committee on fire prevention, fighting and rescue (PCCC and CNCH) in the city in 2026.

The program aims to prevent, repel, and eventually end fires that cause particularly serious consequences of causing death due to subjective causes; at the same time, promote prevention and improve knowledge and skills to handle fires, explosions, incidents, and accidents for people.

One of the key tasks is to be proactive in forecasting the situation; innovate, improve the quality and effectiveness of consultation work and proactively propose policies and leadership measures in fire prevention and fighting and search and rescue.

Along with that, innovate the content, form, and method of propaganda on fire prevention and fighting and search and rescue; improve the effectiveness of building a movement for the entire people of fire prevention and fighting and search and rescue. Develop simple, easy-to-understand, easy-to-remember, and easy-to-reach concepts to bring fire prevention and rescue work to every home, facility, residential area, and neighborhood.

In particular, special attention should be paid to propagating and mobilizing 100% of households to equip and install early fire warning systems, fire extinguishers, opening second escape routes, equipping tools and means for escape (poison masks, rope ladders, etc.) to create a strong and breakthrough change in this work; persistently and persistently mobilizing and propagating people who do not produce for business, work and live in establishments, boarding houses, and houses with many apartments that do not ensure fire safety.

The city will use cyberspace as a strategic channel to provide fire prevention and fighting knowledge to people, especially young people, through videos, reports and visual images posted on digital platforms such as Facebook, Zalo, Electronic Information Portal; research and production of AI application propaganda publications (such as chatbot) to increase attractiveness, spreading the message "Fire prevention is better than fire fighting" widely to each household.

At the same time, the city has tightened discipline and order, improved the effectiveness and efficiency of state management of fire prevention and fighting and search and rescue and areas closely related to fire prevention and fighting and search and rescue; promoted administrative reform in the field of fire prevention and fighting and search and rescue. Clearly identify the responsibilities of organizations and individuals, strictly handle violations (if any) in state management of fire prevention and fighting and search and rescue, state management of areas related to fire prevention and fighting and search and rescue such as construction, electricity, natural resources, environment... in accordance with the provisions of law, in the spirit of "respect for the law, no forbidden areas, no exceptions", not allowing loosess in state management in the field of fire prevention and fighting and search and rescue.

The city also focuses on building a clean, strong, disciplined, elite, and modern Fire Prevention and Rescue Police force; strengthening training, professional training, improving discipline, order, and the spirit of serving the people. Ensure the budget for fire prevention and fighting and rescue activities; invest in fire fighting equipment and means, rescue in accordance with specific characteristics and actual situations.

Along with that, promote digital transformation, innovation, application of science and technology, improve the quality and efficiency of all aspects of fire prevention and fighting and rescue.
