National Assembly Chairman: There is a situation of planting a banana tree and raising a pig that the three sectors have reported

On October 9, the National Assembly Standing Committee gave its opinion on the draft Law amending and supplementing a number of articles of the Statistics Law.

Presenting a summary of the Government's Submission, Minister of Finance Nguyen Van Thang said that the draft law amends a group of regulations related to the arrangement of the state apparatus, organization of state statistics and organization of local government at 2 levels.

At the meeting, many opinions reflected the overlapping statistics between ministries, branches and localities.

According to Chairman of the National Defense, Security and External Affairs Committee Le Tan Toi, many Provincial Party Secretaries have recently said that there are currently two different population statistics.

Speaking, Politburo member and National Assembly Chairman Tran Thanh Man emphasized the spirit of amending the law to reduce the burden of administrative reporting, data security and technology integration.

Currently, the Government is assigning the National Database to the Ministry of Public Security for management, so it is necessary to increase the exploitation of administrative data to reduce the burden of reporting.

According to the National Assembly Chairman, currently going to localities, from the government party committee, all sectors complain about "having to report too much". Therefore, there must be a way to reduce the burden on localities when they have to spend too much time on reporting.

The National Assembly Chairman also noted that the amendment of the law must increase the timeliness and accuracy of statistical indicators, thereby supporting the analysis of macroeconomic forecasts.

"Now we have calculated the GDP of our country, but can we still calculate the GDP at the provincial level? For example, is this a commune thing?" - National Assembly Chairman raised the issue.

According to the National Assembly Chairman, there is currently a situation of growing a banana tree and raising a pig that the three sectors have reported. From there, the National Assembly Chairman noted that the amended Statistical Law is not only a legal document but also a strong tool to support sustainable development.

Vice Chairman of the National Assembly Tran Quang Phuong stated that the drafting agency needs to report additional information to clarify whether the amendment and supplementation of a number of articles of the current law ensures a basis for input for strategic consultation, increases the reliability of statistics, creates connectivity, avoids conflicts and overlaps.

The Vice Chairman of the National Assembly also suggested that it is necessary to clarify the relationship between the Central Statistical Agency regulated by the draft Law and the National Data Center under the Ministry of Public Security; the suitability when assigning the function of forecasting and developing short-term, medium-term and long-term macroeconomic scenarios to the Central Statistical Agency.

Explaining later, Minister of Finance Nguyen Van Thang said that the Ministry is resolutely implementing the application of information technology to ensure quick and accurate collection, promptly serving management work, avoiding the emergence of other reporting regimes.
