In special cases, it is possible to consider and arrange members of the Standing Committee of the Provincial Party Committee or City Party Committee as secretaries of the Commune-level Party Committee after the merger, consolidation, and establishment of new ones.
The Politburo has just issued Conclusion 150-KL/TW (Conclusion 150) guiding the development of a personnel plan for provincial Party committees subject to consolidation, merger and newly established commune level.
Conclusion 150 clearly states that the development of personnel plans for Party committees and standing committees at the Party Committee level and inspection committees at the Party Committee level; Assigning Party committee members and standing committee members to take on leadership positions of affiliated agencies and units after the merger and consolidation is an important task, requiring direct leadership and direction of the Politburo and the Secretariat.
Accordingly, no consideration, assignment, arrangement, or introduction to hold higher positions or more important positions for cadres who have been disciplined in the 2020-2025 term or have violations or shortcomings according to the conclusion of competent authorities or have information about personal responsibility in cases, incidents, and conclusions that the competent authorities are investigating, inspecting, and examining.
The personnel plan of the provincial Party Committee of localities under the merger and consolidation includes members of the Party Committee, members of the Standing Committee of the Party Committee, inspection committees of the current provincial Party Committee; for newly established communes, including members of the Standing Committee, members of the Inspection Committee of the District Party Committee after finishing their activities, being transferred and assigned to the commune level and the standing commune level, basically meeting the standards and conditions according to regulations.
The assignment, assignment, arrangement, and introduction of personnel are based on the structure, quantity, standards, and conditions; in which special attention is paid to and promoted political qualities, ethics, lifestyle, leadership capacity, and prestige, especially with innovative thinking, creativity, daring to think, daring to do, daring to take responsibility for the common cause and having specific results and work products.

Notably, for the Party Committees at the commune, ward and special zone levels (after the merger, consolidation and establishment of new areas), Conclusion 150 states the content that can be considered and arranged for personnel who are members of the Provincial Party Committee to act as Party Committee Secretaries; in special cases, if the Party Committee has an important position, economic scale, urban traffic infrastructure is developed, the number of Party members and the majority of people, it can be considered and arranged for personnel who are members of the Standing Committee of the Provincial Party Committee, the City Party Committee to act as Party Committee Secretaries.
