The Ministry of Finance guides the handling of public assets when reorganizing administrative units
The Ministry of Finance has just issued a document guiding the addition of the arrangement, arrangement, and handling of public assets when implementing the arrangement and reorganization of administrative units.
Reviewing and transferring public assets according to actual needs
According to the Ministry of Finance, the inventory, classification, and listing of public assets need to be carried out synchronously with the development of a plan to reorganize and reorganize administrative units. Agencies, organizations and units subject to arrangement are responsible for handing over and receiving assets in accordance with the prescribed form, ensuring proper authority and avoiding loss.
The handling of assets must be consistent with the management subjects, use and characteristics of assets; prioritize the use of available resources, and reasonably reallocate them between new administrative units in the same locality. If necessary, the function of using assets can be converted to serve new functions and tasks. The Ministry of Finance also stated: The arrangement of assets for the reorganization of administrative units does not require re-implementing the process of arranging houses and land according to Decree No. 03/2025/ND-CP.
For offices and service facilities, the Ministry of Finance guides the priority arrangement for new administrative units or state agencies with needs in the same area. Headquarters can be used together according to the provisions of law. The exchange and transfer between government levels or between central and local governments is encouraged to make the most of existing facilities.
Surplus assets are prioritized for conversion to function as medical facilities, education, public works or assigned to local housing management and business organizations for exploitation, preservation, lease, temporary arrangement or transfer to land development funds for continued management and use.
For cars, machinery and equipment, the transfer and allocation is carried out according to the principle that any unit that receives the task will receive the corresponding assets. Cars serving district-level general work will be transferred to units that are still lacking or used to pick up and drop off civil servants and workers after the arrangement. The Ministry of Finance emphasizes the need to minimize the purchase of new assets, prioritize the use of assets that are still operational.
Decentralization of responsibility for developing asset handling plans
The People's Committee at the district level is responsible for developing a plan to handle public assets under its management (including district and commune levels) to report to the Provincial People's Committee and the Project to reorganize administrative units. In case the commune is transferred from one district to another, the receiving district is responsible for receiving and handling the accompanying assets.
For the provincial level, the Department of Finance will preside over and coordinate with relevant units to propose a plan to handle public assets in the area.
Ministries and central agencies with vertical industry units located in the area reorganizing administrative units need to review the organizational structure, asset needs, headquarters area, and career facilities. In case of surplus assets, they will be handed over to the locality or transferred to another unit in the area, ensuring savings and efficiency.
The Ministry of Finance recommends that agencies and units during the implementation process, if there are any problems, should promptly report to receive guidance or propose to competent authorities for consideration and appropriate decision.
