On April 13, giving a speech at the Conference on the first quarter work session, deploying key tasks for April and the second quarter of 2025, Minister Do Duc Duy suggested that each cadre and unit should unite their efforts, synchronously and effectively implement the set action programs, focusing on 6 key groups of tasks.
In which, the first task is to focus on completing growth targets and exporting agricultural, forestry and fishery products. In the work of reviewing and perfecting institutions and organizational structure, the leaders of the Ministry requested reviewing and proposing amendments to legal documents and organizational models at the provincial and commune levels, in accordance with the model of local government at two levels. The completion date is before June 30, 2025.
At the same time, focus on developing and promulgating 3 important legal documents on land, State management and handling administrative violations in the fields of agriculture and environment.
Emphasizing the breakthrough in science - technology development, innovation and international integration in the new situation, Minister Do Duc Duy suggested that the plan to implement the Resolutions on these areas must be completed before April 20, 2025.

In particular, science and technology tasks need to be proposed before June 30, 2025. The head of the Agriculture - Environment sector emphasized: "If any unit thinks that there is no longer an ordering topic, it must review itself. The Department of Science and Technology and the Department of Digital Transformation need to prioritize and urge implementation, and at the same time develop a Circular regulating the management of science and technology activities of the Ministry".
Regarding the task group to respond to the US countervailing tax policy, the Minister determined that this is an urgent task, and at the same time requested units to participate synchronously.
In particular, the Department of International Cooperation must urgently prepare a response plan; the Department of Quality, Processing and Market Development needs to build a market database and export development criteria. The Minister also requested urgent settlement of backlog of documents on market opening and export licensing for enterprises.
Minister Do Duc Duy suggested that specialized management units need to review and propose a plan to simplify administrative procedures in the spirit of "30-30-30" - ensuring a reduction of at least 30% of the time for handling administrative procedures, at least 30% of business costs (compliance costs), and the cancellation of 30% of unnecessary business conditions.
The final common task group is to deploy work to serve the 9th session of the 15th National Assembly. The Minister proposed to implement these contents in accordance with their functions, closely coordinate with the Department of Legal Affairs, the Ministry's Office and the Department of Planning, advise the Minister to complete tasks, focusing on the following contents: Submitting documents to adjust national land use planning, amending and supplementing a number of articles of the Land Law; Preparing reports on the implementation of the National Assembly Resolution, answering questions and recommendations from voters.

Speaking at the Conference, Minister Do Duc Duy said that the agricultural and environmental sector is entering the final stage of the first 6 months of the year, with high requirements for progress, quality and work efficiency.
To ensure progress, quality of work and good completion of targets and tasks assigned in the second quarter and the first 6 months of the year, in addition to 6 general task groups, the Minister also assigned a number of specific tasks, emphasizing the goal of removing the IUU "yellow card" in the fourth quarter.
Along with that, continue to develop and promulgate public service regulations; promote digital transformation. Organize the implementation of tasks under Project 06 of the Government, especially the completion of the national land database, connecting with the national population database, must be completed before June 30.
The Minister also suggested urgently developing, submitting for approval and implementing projects to rearrange and reorganize public service units, especially in the scientific, training and other economic sectors. At the same time, actively implement tasks to serve State management in science and technology, international cooperation, training, etc.
