The Ministry of Home Affairs talks about policies for blind Association officials when reorganizing the apparatus

Ms. Le Thi Thuy (character's name has been changed) has worked at the Association for the Blind in a district in Thanh Hoa province since August 2012. Her title is the officer in charge of accounting, office work and all other work in the activities of the Association of the Blind.

The Association of the Blind is a special association organization within 30 associations assigned by the Party and the State at the central and local levels and is directly affected by the implementation of the arrangement, consolidation and merger of organizational apparatus.

Ms. Thuy learned about the 2025 Notice 75-TB/TW of the Politburo adjusting the scope of policy beneficiaries when reorganizing the apparatus, and adjusting the beneficiaries of the Association's organizations.

However, she is not a staff member, but works under an indefinite-term labor contract, and is recruited by the District People's Committee to work at the association. She receives salary according to Decision 141/QD-UBND of the Chairman of the People's Committee of Thanh Hoa province, on adjusting the remuneration coefficient for the positions of the Association of the Blind in Thanh Hoa province.

"So if the association merges, consolidates or dissolves, I no longer have a job, what policies will I enjoy? Am I entitled to enjoy the policies according to Decree 178/2024/ND-CP?" - Ms. Thuy wondered.

Regarding Ms. Le Thi Thuy's reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.

On March 15, 2025, the Government issued Decree No. 67/2025/ND-CP amending and supplementing a number of articles of Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system, which specifically stipulates the subjects of application of Decree No. 178/2024/ND-CP.

In case Ms. Le Thi Thuy does not work within the staffing quota and receives salary from the state budget at associations assigned by the Party and State at the central, provincial and district levels that are directly affected by the implementation of the arrangement, consolidation and merger of apparatus organizations, she is not eligible for the regime and policies of Decree No. 178/2024/ND-CP (amended and supplemented in Decree No. 67/2025/ND-CP dated March 15, 2025 of the Government).
