The Ministry of Home Affairs guides documents to serve the recognition of safe zones communes

The Ministry of Home Affairs has just issued a document responding to the Department of Home Affairs of Bac Ninh province on collecting opinions on the use of documents to serve the public safety of the commune in the province.

The Ministry of Home Affairs said that in Decision No. 40/2025/QD-TTg dated October 31, 2025 of the Prime Minister on criteria, order and procedures for public service in island communes and safe zone communes during the resistance war against France and the US, the People's Committees of provinces and cities are assigned to base on the criteria, order, procedures and records stipulated in the Decision to direct the implementation of the implementation of the People's Committee for Safety in the area to ensure compliance with the provisions of law; at the same time, be responsible for guiding and inspecting the collection of documents of the People's Committees at the commune level, ensuring full compliance with the prescribed criteria.

Regarding the source of documents used in the Scientific Report for the collection of public records of the Safety Zone Commune, at Point b, Clause 1, Article 5 of Decision No. 40/2025/QD-TTg mentioned above, it is stipulated that: Documents, images, and historical research works have been published, authenticated by historical witnesses.

Priority is given to the use of digitized archived documents, data available on national databases and specialized databases.

Accordingly, quotes from the Party History of Party Committees at all levels compiled and issued by competent authorities are one of the documents used for verification in the Scientific Report to serve the preparation of the application for the People's Public Security Zone commune according to regulations.

At the same time, the Certificate of Merit for Historical - Cultural Relics; Certificate of Merit for the country; Certificate of Merit for the Revolution; articles and documents with the names of senior leaders of the Party; Certificates of revolutionary veterans;

Confirmation of living historical witnesses, or families who have had the right to raise, mark, and protect high-ranking Party cadres, protect related revolutionary bases and facilities is used as a source of documents to prove the incidents that occurred at the commune-level administrative unit in the public records of the Social Security commune.
