According to the Ministry of Home Affairs, the Clerical rank (code 02.007) applies the salary table of civil servants of type A1, from salary coefficient 2.34 to salary coefficient 4.98.

Pursuant to Clause 7, Section I of Instruction No. 1397/HD-UBND dated August 27, 2025 of the Ho Chi Minh City People's Committee on the authority to consider transferring professional titles of civil servants, Mr. Pham Van Vu (character's name has been changed) said that the Chairman of the People's Committee at the commune level and the affiliated public service units are assigned the authority to decide on transferring professional titles for civil servants according to each specific rank and title.

The Intermediate Secretary qualification (code 01.008) applies the salary table of civil servants of type B, from salary coefficient 1.86 to salary coefficient 4.01. In case a civil servant with a college degree or higher is recruited to a job position with a civil servant rank corresponding to the intermediate clerical position, he/she will be ranked in the second level of the intermediate clerical position; if he/she has internship time, during the internship period, he/she will receive 85% of the salary level 2 of the intermediate clerical position.
