The Ministry of Home Affairs outlines cases of receiving salary for civil servants of type A1

Pursuant to Clause 7, Section I of Instruction No. 1397/HD-UBND dated August 27, 2025 of the Ho Chi Minh City People's Committee on the authority to consider transferring professional titles of civil servants, Mr. Pham Van Vu (character's name has been changed) said that the Chairman of the People's Committee at the commune level and the affiliated public service units are assigned the authority to decide on transferring professional titles for civil servants according to each specific rank and title.

According to the presentation, he is currently holding the intermediate clerical position, has a university degree in accounting and a certificate of elementary document - archive, the duration of holding the intermediate clerical position is 3 years and 10 months.

Based on Instruction No. 1397/HD-UBND, he said that the authority to decide on the transfer of rank belongs to the public service unit where he is working.

From there, he proposed to clarify the application of Circular No. 02/2021/TT-BNV dated June 11, 2021 of the Ministry of Home Affairs regulating codes, professional and technical standards and salary classification for civil servant ranks specializing in administration and documentary.

"Am I eligible to be considered for transfer from the intermediate clerical position to the clerical position (code 01.007), ranked at level 1, salary coefficient 2.34 according to regulations?" - Mr. Vu wondered.

Regarding Mr. Vu's question, the Ministry of Home Affairs cited Article 15 of Circular No. 02/2021/TT-BNV.

Accordingly, civil servants appointed to the professional civil service positions in the field of documentation specified in this Circular shall apply Table 2 issued with Decree No. 204/2004/ND-CP, as follows:

The Senior Secretary's Salary scale (code 01.006) applies the salary table of civil servants of type A2, group 1 (A2.1), from salary coefficient 4.40 to salary coefficient 6.78;

The Clerical Doctor rank (code 01.007) applies the salary table of civil servants of type A1, from salary coefficient 2.34 to salary coefficient 4.98;

The Intermediate Secretary qualification (code 01.008) applies the salary table of civil servants of type B, from salary coefficient 1.86 to salary coefficient 4.01. In case a civil servant with a college degree or higher is recruited to a job position with a civil servant rank corresponding to the intermediate clerical position, he/she will be ranked in the second level of the intermediate clerical position; if he/she has internship time, during the internship period, he/she will receive 85% of the salary level 2 of the intermediate clerical position.
