Secretary of the Hanoi Party Committee requested to resolutely remove urban bottlenecks
Hanoi - Secretary of the Hanoi Party Committee Nguyen Duy Ngoc requested the construction industry to completely handle traffic congestion, flooding, and urban bottlenecks.
On the afternoon of January 17, Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc worked with the Hanoi Department of Construction Party Committee on key and urgent tasks of the sector in the coming period. In particular, the Secretary of the City Party Committee emphasized the requirement for the Hanoi Department of Construction to find every way to remove long-standing "bottlenecks", especially urban flooding, resolutely not to back down in the implementation process.
Reporting at the meeting, Director of the Department of Construction Mr. Nguyen Phi Thuong said that in 2025, the Department has advised the city to implement 4 specialized planning projects including transportation; drainage and ground elevation; water supply; underground space. Along with that are 5 major projects on local flood prevention, traffic congestion reduction, development of green parks, construction materials, etc.

Hanoi has established a Steering Committee to handle 5 bottlenecks, maintain weekly counting meetings and issue 13 emergency construction orders. Of these, there are 10 flood-proof drainage works, 2 traffic congestion treatment works and 1 project serving the A80 task.
In the past year, the Construction sector also advised the Hanoi People's Committee on many important contents such as the overall urban railway system, resettlement housing fund, static traffic, river overpass, park - flower garden and urban drainage system. Many major projects have been implemented synchronously, typically completing the first phase of treatment, cleaning the water of To Lich River and putting Yen Xa Wastewater Treatment Plant into operation; starting construction of 7 large bridges across the Red River; implementing urban railway lines No. 2 and No. 5. the Red River Landscape Avenue Project; Olympic Sports Urban Area; road connecting Gia Binh Airport; Component 3 project of Ring Road 4.
In the housing sector, the Department of Construction has advised on the implementation of social housing projects, aiming for a target of about 120,000 apartments in the period of 20262030. In 2025 alone, Hanoi will complete about 7.115 million m2 of housing floors, of which commercial housing will reach 6.36 million m2; social housing will complete more than 5,100 apartments in 6 projects.
Traffic organization work continues to be promoted. In 2025, the city will handle 9/38 congestion points, dismantle 14/26 barriers, and complete all 17 traffic organization works according to the plan; at the same time, review 266 intersections at risk of congestion. Hanoi also issued regulations to limit trucks and container trucks on Ring Road 3 during rush hour.

Entering 2026, the Department of Construction will develop a working program with 216 tasks and 9 key targets, focusing on 3 major groups of issues: concretizing the Master Plan for the Capital with a vision to the year 100; perfecting institutions through amending Resolution 15 of the Politburo and the Capital Law; establishing a new growth model with a double-digit growth target. The industry will speed up the completion of 4 specialized planning projects and 5 major projects; in January 2026, submit 2 projects on construction materials and trees; complete the housing development program for the 2026-2030 period and coordinate the implementation of 8 urban areas to serve urban reconstruction, each area with a scale of over 100 hectares.
Concluding the meeting, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc acknowledged and praised the results achieved by the construction sector in recent times, especially in coordinating the resolution of traffic congestion, implementing key infrastructure projects, participating in the development of the Capital Master Plan and amending the Capital Law.
The Secretary of the City Party Committee emphasized the direction of General Secretary To Lam in Conclusion No. 491-TB/VPTU: issues of traffic congestion, environmental pollution, flooding, urban order and safety, and food safety must be identified as a key political task, and must be determined to resolve them, creating clear changes for people to feel in their daily lives.
According to the Secretary of the City Party Committee, handling bottlenecks must be placed in a long-term vision, associated with the Overall Planning of the Capital for 100 years. Urban development needs to ensure new standards, synchronous technical infrastructure, create livelihoods and sustainable development, not repeat old shortcomings.
Regarding the problem of urban flooding, the Secretary of the City Party Committee requested the Department of Construction to review the entire flow system, reservoirs, and drainage networks; develop clear technical standards and norms to effectively operate existing works, and at the same time study and build a "table" to prevent flooding in Hanoi as a basis for supplementing the planning, which can be piloted in the most complex areas.
Emphasizing the responsibility of the agencies assigned tasks, the Secretary of the Hanoi Party Committee affirmed: when empowered, we must find every way to solve the problem to the end, remove obstacles, resolutely not retreat; at the same time, promote the application of science and technology, digital transformation to modernize urban management, meeting the development requirements of the capital in the new period.
