Hanoi has 5 communes in ethnic minority and mountainous areas
Hanoi has 6 villages and 5 communes in ethnic minority and mountainous areas in the 2026-2030 period.
The Hanoi People's Committee has just issued Decision No. 201/QD-UBND approving the list of villages and communes in ethnic minority and mountainous areas; communes in ethnic minority and mountainous areas according to the development level (area I) of the city in the 2026-2030 period.
According to the decision, Hanoi has 6 villages in ethnic minority and mountainous areas, including: Dong Ke village (Tran Phu commune) and Dong Vang, Co Lua, Dong Am, Tran Voi, Dong Vo villages (Phu Cat commune).
In addition, the city has 5 communes in ethnic minority and mountainous areas according to the development level (communes in region I), including: Yen Xuan, My Duc, Ba Vi, Suoi Hai and Yen Bai.
The above villages and communes are fully entitled to enjoy policies for ethnic minority and mountainous areas according to current regulations.
According to Decree No. 272/2025/ND-CP dated October 16, 2025 of the Government on the determination of ethnic minority and mountainous areas for the period 2026-2030, mountainous villages are villages that meet at least one of two criteria: have two-thirds of the natural area located at an altitude of 200m or more above sea level; or have two-thirds of the natural area with a terrain slope of 15% or more.
A mountainous commune is a commune that meets at least one of two criteria: having 2/3 of its natural area located at an altitude of 200m or more above sea level; or having 2/3 or more of its villages as mountainous villages.
