Bac Ninh requests to ensure document safety when reorganizing the apparatus

Chairman of the People's Committee of Bac Ninh province Vuong Quoc Tuan has just signed and issued Directive No. 04/CT-UBND on strengthening the management of document and archive work in the process of restructuring the apparatus of the political system.

Accordingly, the Chairman of the People's Committee of Bac Ninh province requested the Heads of provincial Departments, branches, sectors, Chairmen of People's Committees of districts, towns, and cities; and related units to urgently direct the dissemination and correct and complete implementation of guiding documents and regulations on documents and archives.

At the same time, ensure the safety of documents and document databases under the management authority according to the provisions of law throughout the process of restructuring the apparatus until the documents and document databases are handed over to the Provincial Historical archives Center and competent authorities and organizations after restructuring the apparatus.

All documents and databasees formed during the operation of agencies, units and localities must be managed centrally, unifiedly and safely according to each storage layer.

It is strictly forbidden to illegally possess, transfer, or cancel documents and document databases; documents and document databases must not be damaged or lost during the process of restructuring the apparatus.

For the Heads of Departments, branches and sectors, before reorganizing the apparatus, hand over records and documents with a permanent storage period of the Phongs to the Provincial History Museum according to regulations.

The Department of Home Affairs directs the Provincial Historical archives Center to assign civil servants to agencies and organizations to guide, coordinate the collection, preservation, and submission of records and documents to the Provincial Historical archives according to regulations.

After the arrangement and streamlining, Bac Ninh province has reduced 172 units of agencies, organizations and units.

Currently, the specialized agency under the People's Committee of Bac Ninh province has 12 departments and branches with 72 departments and 6 departments and branches. From December 2024 to present, the whole province of Bac Ninh has streamlined 174 heads of agencies and units.

On April 12, 2025, on behalf of the Central Executive Committee, General Secretary To Lam signed and issued Resolution No. 60-NQ/TW of the 11th Conference of the 13th Party Central Committee.

According to the list of expected names of provinces, cities and political and administrative centers (provincial provinces) of 34 provincial-level administrative units (attached with Resolution No. 60-NQ/TW, dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee), Bac Ninh province and Bac Giang province will merge, taking the name of Bac Ninh province, the political and administrative center located in the current Bac Giang province.
