Hai Phong City Labor Federation plans to establish grassroots trade unions combined from micro enterprises

According to the City Labor Federation (LĐLĐ), the whole city is managing 3,142 grassroots trade unions with 648,940 union members. As of August 25, trade union levels have newly established 697 grassroots trade unions, achieving the highest results ever (reaching 464.7% of the target assigned by the City Party Committee and 331.9% of the target assigned by the City Labor Federation for the whole year).

In the first 8 months of 2026, the Trade Union newly admitted 59,878 union members. After deducting the decrease of 17,410 people due to business dissolution, production reduction, employee resignation, job transfer..., the actual growth reached 42,468 union members, exceeding the target assigned by the City Party Committee and the Vietnam General Confederation of Labor.

However, the City Labor Federation said that the source of union member development in the area is still large. Through data comparison with the Social Insurance agency, the group of enterprises with 20 or more employees that have not established trade union organizations and enterprises that have paid trade union fees but have not established grassroots trade unions still have about 90,000 employees.

According to assessments at the workshop, delegates clearly stated the difficulties in establishing independent grassroots trade unions in enterprises with fewer than 10, even fewer than 5 employees due to low labor, frequent fluctuations, and dispersed businesses. These units also find it difficult to ensure the number of union members to establish Executive Committees and maintain operations.

Therefore, the combined grassroots trade union model is proposed to gather workers at many micro enterprises, ensuring coverage of the Trade Union organization to represent to care for and protect the legitimate rights and interests of workers.

According to the proposal, combined grassroots trade unions are established according to communes, wards, and special zones, avoiding overlap with the grassroots trade union model. Each combined grassroots trade union strives to have 50 or more employees; in the immediate future, each commune, ward, and special zone trade union is oriented to establish at least one combined grassroots trade union.

Delegates also contributed to the expected time to deploy the mobilization of establishing combined grassroots trade unions. According to the expected plan of the City Labor Federation, in September 2026, units will review businesses, propagate, mobilize and establish the Mobilization Committee. In October, the Committee will mobilize workers to join the Trade Union, build the apparatus, organize the Congress to establish and launch combined grassroots trade unions. At the end of October, the City Labor Federation is expected to issue decisions to establish, admit union members and approve the titles of Executive Committee and Inspection Committee. In November, it will guide combined grassroots trade unions to operate, summarize and evaluate to draw experience to deploy the next phase.
