The draft Report of the Executive Committee of the Vietnam General Confederation of Labor (XIII term) at the XIV Congress of the Vietnam Trade Union, term 2026-2031, stated one of the targets for the whole term as: 100% of grassroots trade unions in the State sector, at least 85% of grassroots trade unions outside the State sector participate with employers to promulgate and implement grassroots democracy regulations.

Contributing opinions on this content, Mr. Tran Van Lich - Chairman of Nam Dinh Ward Trade Union (Ninh Binh province) - said that in the past time, the Standing Committee of the Ward Trade Union determined that "Participating in building and implementing the Democracy Regulation at the grassroots level" is an important and consistent task to contribute to the good performance of the functions and tasks of the Trade Union organization in the new situation and building harmonious, stable, and progressive labor relations in enterprises.
