Specifying criteria in implementing grassroots democracy regulations

Contributing opinions on this content, Mr. Tran Van Lich - Chairman of Nam Dinh Ward Trade Union (Ninh Binh province) - said that in the past time, the Standing Committee of the Ward Trade Union determined that "Participating in building and implementing the Democracy Regulation at the grassroots level" is an important and consistent task to contribute to the good performance of the functions and tasks of the Trade Union organization in the new situation and building harmonious, stable, and progressive labor relations in enterprises.

Through monitoring, most Party committees, heads of units, employers and grassroots trade unions have well implemented grassroots democracy regulations, associated with political tasks and production and business plans. Thereby, contributing to raising the awareness of workers and employees in participating in unit and business management; building harmonious labor relations, promoting internal strength in performing common tasks.

The ward trade union has proactively guided and supported grassroots trade unions in negotiating, signing and implementing collective labor agreements. To date, more than 84% of enterprises have signed collective labor agreements, with many clauses that are more beneficial to workers, focusing on salaries, bonuses, diligence, meals, seniority, raising young children, birthdays, funerals, weddings...

Mr. Tran Van Lich said that in order to effectively implement grassroots democracy regulations, trade union levels need to develop specific plans for each stage and annually; strengthen guidance, training, inspection, and supervision at grassroots trade unions. At the same time, take advantage of the leadership of Party committees, unit and business leaders and the coordination of functional sectors; link implementation results with annual emulation evaluation and classification.

Trade union levels also need to concretize the criteria for implementing democracy regulations; develop policies to create motivation and honor workers and employees; replicate advanced examples, and promptly reward collectives and individuals with outstanding achievements.
