In the context of the country entering a new stage of development with many intertwined opportunities and challenges, promoting the people's mastery in participating in building and perfecting institutions is of special importance. This is not only an objective requirement of the renovation process, but also a foundation to strengthen social trust and strengthen the great national unity bloc.

Consolidating and promoting the strength of national unity is an urgent requirement, a strategic task

In the current process of building and developing the country, along with the process of innovating and perfecting the political system, the Vietnam Fatherland Front (VFF) as the center of the great national unity bloc, a bridge between the Party, the State and the People, "a place to express the will, aspirations, gather the great national unity bloc, promote the people's mastery..." has the task of "make the core political system for the people to master; gather, build, promote the strength of national great national unity; implement democracy, strengthen social consensus; represent and protect the legitimate and legal rights and interests of the people; supervise and criticize society; participate in Party building, State, people-to-people activities to contribute to building and defending the Fatherland", thereby promoting the nationalists' policy, contributing to the rapid development of the great national unity bloc, contributing to the rapid and important task of building and consolidating the great national unity bloc, contributing to the rapid and important task of developing the great national unity bloc.

The Law on the Vietnam Fatherland Front (amended and supplemented in 2025), in Article 1, has specific regulations on the role and tasks of the Vietnam Fatherland Front in promoting the people's mastery, gathering and promoting the strength of national solidarity: "The Vietnam Fatherland Front is part of the political system of the Socialist Republic of Vietnam; is the political basis of the people's government; gathers and promotes the strength of national solidarity; demonstrates the will, aspirations and promotes the people's mastery; represents and protects the legitimate and legal rights and interests of the people; implements democracy, strengthens social consensus; supervises and criticizes society; reflects the people's opinions and recommendations to state agencies; participates in building a Party, State, people's activities to contribute to the construction of the Fatherland and the protection of the Fatherland".

In practice, the people participate in building and perfecting institutions, policies, and laws through agencies, organizations, and elected representatives. These are organizations and individuals representing the people such as the Vietnam Fatherland Front, socio-political organizations, member organizations of the Front, People's Inspectorate, Investment Supervision Board of communities at the commune level; National Assembly deputies, People's Council deputies at all levels; at the same time, the people participate in building and perfecting institutions, policies and laws through journalism, media, and social networks.

With the above forms, in recent times, the promotion of the people's mastery in participating in building and perfecting institutions, policies and laws has contributed to strengthening and consolidating the great national unity bloc through the organization and operation of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State to achieve some outstanding results. In particular, actively participating in giving opinions on Party building and government building through the effective implementation of Decision No. 218-QD/TW dated December 12, 2013 of the Politburo (11th tenure) promulgating Regulations on the Vietnam Fatherland Front, socio-political organizations and the people participating in giving opinions on Party building and government building with many practical contents such as: Participating in giving opinions on draft resolutions, directives, regulations and Party documents directly related to the legitimate rights and interests of the people, functions and tasks of the Vietnam Fatherland Front; giving comments on the draft political report of Party committees and organizations before each Congress; giving comments on the implementation of the Party's resolutions and directives, the State's policies and laws, the functions and powers of Party committees, Party committees, Party organizations, and people-to-people relations.

In the third and fourth quarters of 2025, practically responding to the wide political activity of the entire Party, the entire army and the entire people, the Vietnam Fatherland Front Committee and member organizations actively participated in giving opinions on the development of documents for party congresses at all levels and documents for the 14th National Congress of the Party. The Vietnam Fatherland Front system has compiled 527,764 comments through direct and written forms.

Along with that, it is necessary to participate in giving opinions to State agencies and organizations in performing the functions and tasks of agencies and organizations according to the provisions of the Constitution and the law; giving opinions on institutionalizing, concretizing and organizing the implementation of resolutions of the Party, the National Assembly, People's Councils and legal documents; giving opinions on the implementation of administrative reform; preventing and combating corruption, waste and negativity; giving opinions on the implementation of legal documents on democracy at the grassroots level; receiving people and handling complaints and denunciations from citizens...

The Vietnam Fatherland Front Committee and socio-political organizations at all levels regularly listen to, gather, and synthesize opinions and recommendations from voters and people; periodically coordinate the organization of meetings with voters and synthesize opinions and recommendations from voters and people to report and synthesize opinions and recommendations from voters and people at each session of the National Assembly and People's Councils at all levels; at the same time, reflect and recommend to Party committees at all levels, to State agencies, so that the Party and State can promptly grasp the legitimate thoughts and aspirations of the people, detect arising issues, limitations and shortcomings in policies and guidelines, thereby making appropriate adjustments, amendments and supplements.

The participation in building and perfecting the legal system has also been actively implemented by the Vietnam Fatherland Front and socio-political organizations.

The Vietnam Fatherland Front and socio-political organizations have promoted their role in contributing comments on draft legal documents, actively contributing comments to the annual law and ordinance making programs of the National Assembly before the National Assembly considers and decides. Proactively propose to the Government and the National Assembly Standing Committee to institutionalize contents related to democracy, people's livelihood, gathering, building the great national unity bloc, rights and responsibilities of the Vietnam Fatherland Front...

It can be affirmed that the work of participating in the development of legal documents of the Vietnam Fatherland Front has contributed significantly to providing a legal basis to promptly adjust social relations related to the gathering and building of the great national unity bloc; implementing socialist democracy, enhancing social consensus; representing and protecting the legitimate rights and interests of the people, members, union members and improving the effectiveness of movements chaired or coordinated by the Vietnam Fatherland Front and member organizations.

In particular, in the process of implementing the resolutions and conclusions and instructions of the Party Central Committee, the resolutions of the National Assembly and the Government on the policy of arranging and streamlining the apparatus of the political system, including the Vietnam Fatherland Front, socio-political organizations, mass organizations assigned by the Party and the State and implementing the model of local government at 02 levels, the Vietnam Fatherland Front system and member organizations at all levels have actively contributed to contribute ideas to amend and supplement many relevant legal regulations. Such as participating in the process of building and collecting public opinions on amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam in the Vietnam Fatherland Front system. As a result, 6,558 conferences were held to discuss and collect opinions; the Vietnam Fatherland Front system and socio-political organizations had 51,192,334 comments on amending and supplementing the Constitution. The Vietnam Fatherland Front has presided over the development and submission to the National Assembly for promulgation of a Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth, the Law on Grassroots Democracy to promptly institutionalize the Party's viewpoints, policies and orientations, and new regulations of the Constitution on the position, role, rights and responsibilities of the Vietnam Fatherland Front and socio-political organizations.

Monitoring and social criticism in building and perfecting institutions, policies and laws of the Vietnam Fatherland Front

The Vietnam Fatherland Front Committees at all levels and member organizations have closely followed Directive No. 18-CT/TW dated October 26, 2022 of the Central Party Secretariat to implement social supervision and criticism activities: The Standing Committee of the Vietnam Fatherland Front Committee has developed a Project to innovate and improve the quality and effectiveness of social supervision and criticism work of the Vietnam Fatherland Front and socio-political organizations in the period of 2024 - 2029; collaborated with member organizations to issue a Plan for supervision and social criticism of the Vietnam Fatherland Front Committee in the year, as a basis for orienting the work of supervision and social criticism of the Vietnam Fatherland Front system.

Regarding supervision, the Central Committee of the Vietnam Fatherland Front and central socio-political organizations will base on the actual situation to preside over the implementation of supervision contents. Periodically, the Standing Committee of the Vietnam Fatherland Front Committee has sent the Report on the monitoring results of the Vietnam Fatherland Front and post-supervision recommendations to the National Assembly, competent authorities and monitored, urged, and supervised the resolution of proposed and proposed issues.

In the locality, closely following the direction of the Central Committee of the Vietnam Fatherland Front, the Standing Committees of the Vietnam Fatherland Front Committees of provinces/cities have chaired and consulted with socio-political organizations, asked for opinions from Party committees, and based on practical conditions issued plans for supervision and social criticism. The Vietnam Fatherland Front Committees of provinces/cities have selected and organized supervision focusing on issues of public concern, areas directly related to the legitimate and legal rights and interests of the people such as: The implementation of the Party's guidelines, policies and laws of the State, implementation of resolutions, projects and programs in localities; social security policies; administrative reform; implementation of grassroots democracy regulations; supervision of the implementation of laws on citizen reception and handling of complaints and denunciations of citizens; supervision of the implementation of laws on environmental and land management... Through supervision, the Standing Committee has promptly compiled and recommended to competent agencies and units to consider and overcome limitations and shortcomings; at the same time, proposed many solutions to improve the effectiveness and efficiency of policy and legal enforcement.

According to the 2025 statistical report, the Vietnam Fatherland Front Committees at all levels in the locality have chaired and organized 14,814 supervisions, of which the provincial level organized 1,638 supervisions, the commune level organized 13,176; participated in 10,203 supervisions with local agencies and organizations, of which the provincial level participated in 500, the commune level participated in 9,703 sessions.

Regarding social criticism activities, in order to innovate methods and improve the quality of activities, the Central Committee of the Vietnam Fatherland Front held a conference to orient a number of contents that need to focus on social criticism of the draft Law; invited experts and scientists in the legal field to study and provide in-depth criticism of the important and basic contents of the draft Law. Therefore, the document of criticism and comments is highly appreciated, being the basis for the agency responsible for appraising and reviewing the Project to discuss; many social criticism opinions are accepted and studied by the drafting agency to supplement and perfect the Draft, ensuring compliance with the Party's documents, ensuring the consistency of the Decree, unity, synchronization with the legal system, and improving the effectiveness of state management.

The Vietnam Fatherland Front Committees at all levels have also selected appropriate content and issues of social criticism, focusing on criticism of draft Resolutions and Projects at the local level, and criticism of policies and laws related to the legitimate rights and interests of the people. Many opinions and recommendations of the Vietnam Fatherland Front Committee and socio-political organizations at all levels have been absorbed by agencies, which are an important and necessary information channel to help Party committees and authorities when reviewing and deciding on issues in leadership and management, contributing to promoting the people's mastery in participating in building a clean and strong Party, building a socialist rule-of-law state of the people, by the people, for the people.

According to the report, in 2025, the Vietnam Fatherland Front Committees at all levels organized 9,576 social criticism sessions, of which the provincial level organized 2,716 sessions and the commune level organized 6,860 criticisms.

Regarding promoting the people's mastery in building and supervising the implementation of laws on democracy at the grassroots level: Every year, the Vietnam Fatherland Front and socio-political organizations at all levels have coordinated to organize direct dialogue conferences between heads of Party committees and authorities with union members, association members and people. Through the dialogue, many specific contents were recommended, helping Party committees and authorities adjust and supplement policies in accordance with reality and were agreed and supported by the People's public, contributing to promoting the people's mastery, building and consolidating the great solidarity bloc at the grassroots level. In 2025, the Vietnam Fatherland Front at all levels organized 3,415 direct dialogues to give comments and recommendations on draft policies in the locality.

The Vietnam Fatherland Front Committee continues to promote its role in implementing democracy at the grassroots level, focusing on improving the quality and efficiency of the operations of the People's Inspectorate and the Community Investment Supervisory Board; focusing on consolidating, perfecting, and promptly guiding the organization and operation of the People's Inspectorate and the Community Investment Supervisory Board after the arrangement of commune-level administrative units.

In general, promoting the people's mastery in participating in building and perfecting institutions, policies and laws is an important factor to implement socialist democracy, ensuring the people's mastery in the process of building and developing the country is one of the important tasks in the organization and operation of the Vietnam Fatherland Front and socio-political organizations. Thereby, increasingly promoting the role of representative organizations for the people, union members, and associate members in participating in building and perfecting institutions, policies, and laws, ensuring and constantly promoting the people's mastery, enhancing social consensus, contributing to building and consolidating the great national unity bloc to become more and more solid.

The orientation, tasks and solutions during the 14th National Party Congress term are to continue promoting the people's mastery in participating in building institutions, policies and laws, contributing to building, consolidating and promoting the strength of great national unity in the new period.

The country is entering a new era - the era of national growth, for a peaceful, independent, democratic, rich, prosperous, civilized, happy Vietnam, firmly moving towards socialism. To work closely with the entire Party, people and army to realize this goal, the Vietnam Fatherland Front system, socio-political organizations and mass associations assigned by the Party and State to closely follow the guiding viewpoints of the Central Executive Committee, the Politburo, the Secretariat, especially the speech of General Secretary To Lam at the first Congress of the Vietnam Fatherland Front Party Committee, Central organizations, term 2025 - 2030 and the content of the action program orientation to implement the Resolution of the 14th Party Congress with the following specific solutions:

First, promoting the people's mastery in the consultation work in electing 16th National Assembly deputies and People's Council deputies at all levels for the 2026 - 2031 term. In particular, promoting the people's mastery in introducing and selecting outstanding people who are worthy of representing the will, aspirations and mastery of the people; promoting the supervisory role of the people, the Vietnam Fatherland Front Committee and socio-political organizations at all levels in implementing the provisions of the law on elections to ensure a democratic, fair and legal election.

Second, research and propose to the Party and State to continue perfecting the mechanism of operation and policies so that the Fatherland Front and organizations and unions can participate extensively in activities of supervision, social criticism, and participate in developing the Party's guidelines and policies and laws of the State. Build and promote "self-management - autonomy - self-supervision" models in the residential community, closely connect the government and the people, and practice promoting democracy at the grassroots level.

Continue to implement Directive No. 18-CT/TW of the Secretariat on promoting the role, improving the quality and effectiveness of supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations.

Well perform the role, rights and responsibilities of the Vietnam Fatherland Front, socio-political organizations and people to contribute ideas to build the Party and government according to Decision No. 218-QD/TW dated December 12, 2013 of the Politburo. Coordinate effectively the organization of direct dialogue between heads of Party committees, authorities and the People. Build a mechanism for the People to directly participate in giving comments and reflecting to the Party on the manifestations of degradation in political ideology, ethics, and lifestyle of "self-evolution" and "self-transformation" of cadres and party members.

Third, promote the implementation of the Law on Grassroots Democracy, effectively implement the motto "people know, people discuss, people inspect, people supervise, people benefit", implement laws on democracy and strengthen inspection and supervision of implementation. Promote the role of the People's Inspectorate and the Community Investment Supervision Board in supervising social security work, the implementation of works and projects at the grassroots level directly related to the legitimate and legal rights and interests of the People.

Fourth, diversify and innovate, improve forms and channels to absorb and reflect the opinions, wishes and recommendations of the People; effectively deploy the grasp of the situation of the People in cyberspace to promptly reflect to Party and State agencies, report at National Assembly sessions and at People's Council sessions at the same level. Implement the mechanism of receiving and responding to voters' opinions on the "Digital Front" platform, receiving 24/7 recommendations from the people. Implement "Listen to the People" at all levels, regions, unions, and organizations under the Front. Continue to concretize the issue of people's mastery to promote the role and responsibility of the Vietnam Fatherland Front in implementing the mechanism of "Party leadership, State management, People's mastery".

Fifth, Focus on applying information technology, digital transformation in social supervision and criticism, monitoring and supervising the reception of opinions, recommendations and implementation of activities of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State.

Sixth, strengthen and improve the quality of activities of the advisory councils of the Vietnam Fatherland Front and member organizations at all levels; develop policies and regimes to encourage the use of experts and collaborators in the activities of the Vietnam Fatherland Front; increase consultation with scientists to listen to opinions, give advice and gather, reflect and recommend to the Party and the State on important issues of the country, policies and guidelines that many people are interested in, directly related to the legitimate and legal rights and interests of the people. Develop and submit to the Politburo for promulgation and implementation the National Great Unity Strategy Project to 2030, with a vision to 2045.

In the context of the country facing new opportunities and fortunes, the 14th National Congress of the Party is of special significance. The Congress will continue to affirm the policy of national development innovation, making our country a developing country with modern industry, high average income by 2030; realizing the vision that by 2045 it will become a developed country with high income; a peaceful, independent, democratic, prosperous, civilized, and happy socialist Vietnam.
