14th National Party Congress: Put all your faith in strategic decisions

Historical decisions
Looking back on the 13th National Party Congress term, Master Cao Hong Ky, Chairman of the Tuyen Quang Provincial Union of Science and Technology Associations, stated that this is a period of historic decisions, proving the Party's steadfastness in the face of all storms. The most impressive mark is the reorganization of the country's development space, an unprecedented revolution often likened to "arranging the mountain goose".
Along with re-locating administrative boundaries is a comprehensive reform of the political system to build a streamlined, effective and efficient apparatus. This revolution took place synchronously from the central to local levels, covering the entire Party system, the National Assembly, and the armed forces to the Fatherland Front. Agencies with similar functions have been merged, eliminating overlap.
According to Master Cao Hong Ky, the highlight of the past term was the work of ensuring social security, demonstrating the superiority of the policy of taking the people as the center. Master Cao Hong Ky pointed out that the resources saved from streamlining the apparatus have been reinvested by the Party and the State for the people.
Humanitarian policies such as: Reducing tuition fees, building schools in border areas, improving medical capacity and the roadmap towards hospital fees exemption by 2030 have strengthened the people's absolute confidence in the Party.
In particular, on the occasion of the 80th anniversary of the August Revolution, the spiritual gift for the entire people to celebrate the National Day of the People has created great excitement and deep gratitude to the Party and the Government.
In addition, the digital transformation has become a strong wave of spread. With the determination of Project 06 of the Prime Minister on developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030", Vietnam has currently issued nearly 80 million citizen identification cards with chips and activated tens of millions of VNeID accounts, providing thousands of convenient online public services.
These advances have increased Vietnam's e-Government ranking by 15 places according to the United Nations. Businesses are also not left out by actively applying AI, IoT and Big Data to production, putting Vietnam in the group of countries leading in mobile application downloads.
Looking forward to the 14th National Party Congress, Master Cao Hong Ky has high expectations that in 2026, a strong breakthrough will be achieved with a growth target of over 10%, along with the process of greening the economy, stabilizing the macro, handling weak enterprises and stabilizing the real estate market.
In particular, the people of the whole country expect fairness and humanity, where children in disadvantaged areas have "hot meals, warm classes" and all people have the opportunity to rise up.
In particular, Tuyen Quang intellectuals expect the Congress to propose more specific and stronger decentralization mechanisms for localities in managing and implementing science and technology projects, helping to shorten the development gap between Tuyen Quang and the provinces in the Delta.
Hopefully, the Central Government will innovate the financial management mechanism for scientific research activities in the direction of "spending until the end product", helping to reduce the burden of administrative procedures, creating conditions for scientists to focus on their expertise.

For science and technology to become a direct growth driver
From practical legislative and management activities, Dr. Nghiem Vu Khai, former Vice President of the Vietnam Union of Science and Technology Associations, assessed that during the 13th National Party Congress, Vietnam's industrialization and modernization strategy has had important changes, not only stopping at building factories or industrial parks but focusing on depth, based on the foundation of science, technology and innovation.
Through studying the Draft Documents of the 14th National Party Congress, Dr. Nghiem Vu Khai said that Vietnam has made a leap forward when it first established science and technology - innovation - digital economy as a direct productive force, a pillar of national productivity and competitiveness. This is a very fundamental change in thinking, approaching the model of developed countries such as Japan, Korea or Germany.
This change means that science and technology are no longer stand alone but are directly linked to new growth pillars such as: Digital economy, AI, data, semiconductor technology and green energy transition...
However, Dr. Nghiem Vu Khai said that instead of managing by administrative management, the State needs to design institutions so that science and technology become a direct growth driver, closely linked to targets reflecting production results (TFP) and labor productivity.
This is a strong step from "advisory linkage" to "market linkage", where businesses lead the need for technology while institutes and schools provide knowledge.
To perfect institutions to turn science and technology from policy to a direct driving force to help Vietnam escape the middle-income trap, Dr. Nghiem Vu Khai proposed a synchronous policy system from training, use to treatment of young scientists and intellectuals.
In particular, training must be linked to business needs, value chains and practical problems of the economy. Sectors such as STEM, AI, data and green technology will be a top priority in educational innovation. Using human resources requires maximum autonomy for institutes and schools in recruiting and paying salaries, conducting product-based assessments and economic impacts instead of seniority.
In particular, expanding the testing mechanism (sandbox) for new technologies and models will create a safe space for intellectuals to commit to risky breakthroughs.
Dr. Nghiem Vu Khai believes that investment in intellectuals must be considered a long-term strategic investment in national infrastructure. Therefore, it is necessary to reform salaries based on contributory capacity, expand ownership of benefits from intellectual property and have a special mechanism to attract good experts both domestically and internationally.
