Increasing teachers' allowances: Ministry of Education and Training proposes principles for implementation
The Ministry of Education and Training's proposal to increase allowances and the principles of implementation are expected to ensure the legitimate rights of teachers.
The National Assembly has passed Resolution No. 248 on a number of specific and outstanding mechanisms and policies to create breakthroughs in education and training development, which sets out many important policies directly related to salaries and allowances of teachers.
According to Resolution 248, professional preferential allowances for public preschool teachers and general education teachers will be increased to a minimum level of 70%, implemented according to the roadmap prescribed by the Government. Notably, school staff are entitled to allowances for the first time with a minimum level of 30%.
For teachers working in areas with particularly difficult socio-economic conditions, ethnic minority areas, border areas, and islands, the professional preferential allowance level is determined at the highest level of 100%, showing the State's special priority for difficult areas.
To concretize the guidelines and policies of the Party and the State, the Ministry of Education and Training (MOET) has developed a Draft Decree stipulating salary policies and allowances for teachers, which has now been sent to the Ministry of Justice for appraisal.

According to Article 6 of the Draft Decree, the Ministry of Education and Training proposes a number of important principles in implementing the allowance regime for teachers:
First, teachers are entitled to all types of allowances according to regulations, including professional preferential allowances, seniority allowances for teachers and other types of allowances. Subjects, levels of enjoyment and calculation of allowances are implemented according to the provisions of law and according to this Decree.
Second, teachers who are transferred or assigned from this public educational institution to another public educational institution will enjoy the allowance levels applied at the destination. In case the allowance level at the departure destination is higher than the destination, teachers are entitled to preserve the old allowance regimes for a maximum of 36 months according to the time of transfer and assignment; after this time, the allowance will be considered for rearrangement in accordance with the work and work area.
Third, if teachers are transferred from public educational institutions to educational management agencies, in case the allowance level at the educational institution is higher, teachers are allowed to retain their salary and allowances for 12 months; at the end of this period, salary grades and allowances will be reclassified according to the job position.
Fourth, teachers working in industries and fields with special allowances are entitled to additional special allowances according to regulations. In case they simultaneously enjoy many special allowances of the same type, they are only entitled to the highest level.
Fifth, when the administrative unit where the educational institution is operating changes the classification, if the allowance level according to the old classification is higher, teachers continue to enjoy the old allowance level for 6 months from the date of the new classification decision.
Sixth, principals, vice-principals, directors, and deputy directors of educational institutions with multiple levels of education or multiple training levels are entitled to allowances according to the highest level of education or level.
Seventh, teachers who concurrently perform many tasks with responsibility allowances are entitled to the total responsibility allowances, the number of concurrent tasks performed is according to the provisions of law.
Finally, for educational institutions with multiple school sites or branches, principals and directors are entitled to allowances at the school site or branch with the highest level; teachers teaching at multiple school sites are entitled to allowances according to the place with more periods or standard teaching hours in the month, in equal cases, they are entitled to higher levels of allowances.
