The work of selecting citizens to fulfill their obligations to participate in the People's Police in 2026 has many new points, which have been adjusted to suit the new organizational model.

To implement the tasks of selecting citizens to fulfill their obligations to participate in the People's Police (CAND) in 2026, in accordance with the new organizational model, the Ministry of Public Security has proactively adjusted the regulations.

In which, the authority to call citizens for health checks and perform the obligation to participate in the People's Public Security Forces and other contents are transferred from Heads of District-level Police to Chairmen of Commune-level People's Committees (including the form of Decision to call for health checks and Decision to call for performing the obligation to participate in the People's Public Security Forces);

The organization of the troop handover ceremony at the Regional Defense Command or commune cluster within the area of the Regional Defense Command determined by the commune-level People's Committee ensures compliance with regulations;

Adjusting the recruitment tasks of the District-level Police assigned to the Commune-level Police to implement.

To expand the source of recruiting female citizens to perform their duties to participate in the People's Public Security Forces, the Ministry of Public Security has adjusted the regulations on the professions for recruiting female citizens to suit the needs of using female service soldiers, meeting the requirements and tasks of the People's Public Security Forces.

Citizens who fulfill their obligations to participate in the People's Public Security Forces will be trained according to 1 of the 4 framework training programs of the Ministry of Public Security, which are:

Framework training program for citizens to perform the obligation to participate in the People's Police under the Mobile Police force; Framework training program for citizens to perform the obligation to participate in the People's Police under the Guard force; Framework training program for the People's Police under the Police force managing prisons, compulsory education institutions, reform schools; Framework training program for citizens to perform the obligation to participate in the People's Police force at the Police of provinces and centrally-run cities.

After completing the training course, new soldiers will be assigned to mobile police, fire prevention and fighting, prisons, guards, and local police units to perform tasks to participate in protecting security and order according to regulations.

Regarding regimes and policies: Citizens performing the obligation to participate in the People's Public Security Forces will enjoy regimes and policies according to the provisions of the Law on Military Service in 2015, Decree No. 27/2016/ND-CP dated April 6, 2016 of the Government and Circular No. 101/2025/TT-BCA dated December 3, 2025 of the Ministry of Public Security stipulating the selection and implementation of regimes and policies for citizens performing the obligation to participate in the People's Public Security Forces.

In which, ensuring timely and sufficient supply, quantity, and quality of food, foodstuffs, military equipment, and medicines for disease prevention and treatment; ensuring accommodation, monthly allowances, necessities and spiritual and cultural needs in accordance with the nature of the Police's tasks; ensuring regimes during holidays and Tet; ensuring health care when injured, sick, or injured in accidents according to the provisions of law;

Enjoying rank allowances according to the provisions of Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the salary regime for cadres, civil servants, public employees and armed forces and enjoying additional allowances if serving in the army from the 25th month onwards is 250%;

Being commended for achievements in work; enjoying regimes and incentives in case of injury while on duty according to regulations. In case non-commissioned officers and active soldiers sacrifice or die while on duty, their families are entitled to preferential regimes according to the provisions of law;

Being guaranteed social insurance and health insurance regimes according to the provisions of the Law on Health Insurance and the Law on Social Insurance; Serving in the army from the 13th month onwards, they are entitled to annual leave, a leave period of 10 days; Serving in the army is included in the working time.
