The authority to punish People's Public Security soldiers in preventing and combating social evils

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 1, Article 55 of Decree 282/2025/ND-CP (effective from December 15, 2025) stipulates as follows: People's Public Security soldiers on active duty have the right to:

a) Warning fine;

b) Fine up to VND 3,000,000 for administrative violations in the field of domestic violence prevention and control; up to VND 4,000,000 for administrative violations in the field of security, order, and social safety; up to VND 7,500,000 for administrative violations in the field of social evil prevention and control;

c) Confiscation of exhibits and means of administrative violation with a value not exceeding 02 times the fine prescribed in Point b of this Clause.

Thus, from December 15, 2025, People's Public Security soldiers performing the task of preventing and combating social evils have the authority to impose an administrative fine of up to VND 7,500,000.
