Clause 3, Article 23 of Decree 282/2025/ND-CP (effective from December 15, 2025) stipulates: Fines from VND 10 million to VND 30 million for illegal production or forgery of uniforms, badges, and numbers; erasure or correct the content of People's Police certificates or other documents reserved for the People's Public Security force.
In addition to the fine, those who forge People's Public Security uniforms will also be subject to additional penalties:
a) Confiscation of exhibits and means of administrative violation for the violation;
b) Based on the nature, extent, consequences of the violation, the violator and mitigating circumstances, aggravating circumstances to decide to apply the form of deportation penalty to foreigners who commit violations.
The violator is also subject to remedial measures: Forced to return the illegal profits gained from the violation.
Thus, those who forge People's Public Security uniforms can be fined up to 30 million VND.
