Civil servants, public employees: Data groups in the National Database
Decree 27/2026/ND-CP (effective from July 1, 2026) stipulates the National Database on cadres, civil servants and public employees.
Article 5 of Decree 27/2026/ND-CP stipulates data on cadres, civil servants, and public employees in the National Database, including 10 groups:
1. Data reflecting basic information about oneself, including information to determine the identity, origin, and identification of cadres, civil servants, and public employees;
2. Data reflecting family relationship information;
3. Data reflecting personal historical information;
4. Data reflecting information on recruitment, election, appointment, planning, transfer, rotation, secondment, termination of employment, retirement;
5. Data reflects information on education, professional qualifications, training process; professional and technical training process, including political theory; national defense and security; state management, professional and technical skills;
6. Data reflecting information about agencies and units working; job positions; titles and positions; basic salary, salary allowances; quality assessment and classification; emulation, rewards; discipline;
7. Data reflecting information on participation in political organizations, socio-political organizations;
8. Data reflecting information about having participated in the armed forces;
9. Data reflecting information on assets and income;
10. The data reflects health information.
The above data and owner data, reference data of the National Database on cadres, civil servants, and public employees are specifically regulated in the Appendix attached to Decree 27/2026/ND-CP.
