Instructions for implementing the emulation movement "Good at public affairs, good at home affairs"

Pursuant to Decision No. 999/QD-TLD dated May 29, 2024 of the Presidium of the Vietnam General Confederation of Labor on "Emitting Commendation Regulations of Trade Union organizations". The General Confederation guides the implementation of the emulation movement "Good at public affairs, good at housework" among female union members, civil servants, public employees, and workers (female union members, workers) in the new situation as follows:

I. PURPOSE, REQUIREMENTS

1. Purpose

- Specifically the emulation content "Good at public affairs, good at housework" in the spirit of the Resolution of the 13th Congress of the Vietnam General Confederation of Labor in the movement of female union members and workers, contributing to promoting the goal of gender equality and developing a prosperous and happy country.

- Promote the spirit of innovation and creativity of trade unions at all levels in organizing emulation movements with rich and diverse content and forms, suitable to practical situations. Gathering a large number of female union members and workers in all areas, especially the non-state enterprise sector, enterprises with foreign investment capital to participate.

2. Requirements

The emulation movement is implemented synchronously and consistently in all levels of trade unions with specific and practical emulation criteria, in accordance with the regulations and conditions of each agency and unit, ensuring substantial effectiveness, attracting a large number of female union members and workers to participate. Pay special attention to developing the movement in grassroots trade unions outside the state sector, contributing to building a strong working class and trade union organization.

II. SUBJECTS, SCOPE

1. Subjects: Female union members, workers working at agencies, units, and enterprises.

2. Scope: Vietnam Trade Union at all levels

III. CONTENT OF THE EMULATION MOVEMENT

1. Emulate labor, production, promote initiatives, creativity, improve techniques, advise well, complete assigned tasks well with productivity, quality, and efficiency associated with emulation movements and campaigns launched by sectors, localities, agencies, units, and enterprises.

2. Actively study to improve all aspects of qualifications, be good at professional expertise and skills; study and follow Ho Chi Minh's ideology, morality and style; promote the application of information technology, digital transformation in work, production and labor to meet the requirements of assigned tasks, contributing to the construction and development of agencies, units, enterprises and the country.

3. Organize family life well, take care of, raise healthy children, teach good children, implement population and development policies well, pay attention to connecting members, prevent domestic violence; build a warm, progressive, happy and civilized family; commend exemplary female union members and workers.

4. Actively participate in social activities, care about community and social benefits. Promote the practice of thrift, prevent corruption, waste, and social evils.

IV. EMULATION CRITERIA

1. Good at public affairs

- Comply with the Party's guidelines and policies; State policies and laws; internal rules and regulations of agencies, units, and enterprises; regulations of the locality where they reside; Actively participate in activities and emulation movements organized and launched by agencies, units, localities, enterprises, and trade unions.

- Completing assigned tasks well; actively studying to improve political theory, culture, expertise, skills, and skills; Having the ability to apply information technology to work and practical life contributes to improving productivity, labor efficiency, production, business and work.

- Be exemplary, responsible, participate in building a united, unified and developed collective; actively implement grassroots democracy, participate in building strong and safe agencies, units, localities and enterprises; pay attention to the interests of the collective and the community.

- Have good moral qualities, have a cultural, elegant, moderate lifestyle, be frugal at agencies, units, and enterprises, in accordance with the rules of ethics, conventions, and regulations of the community, locality, and unit.

2. Slow down on housework

- Organize family life well, create an equal and harmonious family environment, family members respect, be responsible, love, stick together, care for and help each other in life; build a warm, progressive, happy and civilized family.

- Be aware of preserving and promoting the good traditional cultural values of the Vietnamese people and Vietnamese women.

- Actively exercise to have good physical and mental health; think positively, have a healthy lifestyle; participate in sports, culture - arts activities; have knowledge and skills to take care of your health and that of your family.

V. DEPLOYING THE EMULATION MOVEMENT

1. Developing a plan

Develop a plan to implement emulation movements in each union level, specify the content and criteria of emulation in accordance with the characteristics of the subject, profession and requirements of the agency, unit, and enterprise. It is possible to advise on integrating the content of the emulation movement "Good at public work, good at housework" with emulation movements and campaigns being implemented in localities, agencies, units, and enterprises.

2. Launching a movement

Every year, trade unions at all levels launch emulation of the following year in conjunction with the anniversary of the emulation movement of the previous year or in conjunction with anniversary activities related to women. You can choose content and launch short-term, long-term, and surprise emulation campaigns according to actual requirements.

3. Organize practical activities and movements to support female union members and workers in competing for "Good at public affairs, good at home affairs"

- Regularly propagate and introduce emulation movements; mobilize female union members and workers to participate in emulation movements in diverse and rich forms.

- Encourage female union members and workers to actively study, improve their cultural, knowledge, expertise, skills, and skills, especially in foreign languages, information technology, digital transformation, and international integration.

- Regularly organize cultural, artistic, physical education and sports activities, competitions, maintain Clubs, ... in accordance with regulations to create a favorable environment for health training, family and social mobilization to facilitate family members to be cared for, practice to improve physical and mental health.

- Continue to effectively implement campaigns and emulation movements that attract a large number of male participants such as " Men score 10", "Good at public work, sharing housework", " Men and gender equality" ... Promote meetings and commendation of exemplary female union members and workers' families.

- Strengthen, improve and improve the quality of activities of the Women's Union to effectively advise the executive committee directing the movement; regularly train and improve the qualifications and capacity of women's union officials, focusing on women's union activities in non-state enterprises.

4. Summary and summary of emulation movements, recognition of achieving "Good at public affairs, good at home affairs" and rewards

- Every year, trade unions at all levels organize a preliminary review of emulation movements along with the year-end (school year); Grassroots trade unions conduct emulation reviews, year-end (school year) reviews and based on the results of emulation reviews to decide to recognize or record the golden book achieving "Good at public work, good at home work" for individuals; Select typical examples to reward at agencies and units and propose that the superior trade union reward according to regulations. The number, subjects, conditions, standards, procedures, and commendation documents are implemented according to the Commendation Regulations of the trade union organization issued with Decision No. 999/QD-TLD dated May 29, 2024 of the Presidium of the General Confederation of Labor and Instruction No. 30/HD-TLD dated September 5, 2024 of the Presidium of the General Confederation of Labor on thematic commendation of the Vietnam General Confederation of Labor.

- Provincial and municipal Labor Federations, Central Industry Trade Unions and equivalent, based on specific conditions of the locality and industry for 03 or 05 years, conduct a preliminary review, summarize the period and promptly commend and reward outstanding collectives, individuals, families of female union members and workers.

- The Vietnam General Confederation of Labor for 05 years organized a preliminary review, 10 summaries of emulation movements and directed the implementation of a preliminary review and summary nationwide. Organize a typical national awards ceremony associated with important events of the Vietnam Trade Union.

* Some notes when evaluating the emulation recognition of "Good at public affairs, good at home affairs":

- No consideration and recognition of emulation for female union members and newly recruited workers under 06 months.

- Maternity leave for female union members and workers according to regulations is calculated for consideration and recognition of emulation.

- Female union members and workers sent for short-term and long-term training and development (under 01 year, over 01 year) comply with the regulations of training and development institutions, then the study time will be included in the working time at the agency or unit for consideration and recognition of emulation.

- Female union members and workers who are not married, have no children, single mothers, perform well the function of being filial, polite, loving, caring, sharing feelings with parents and members, maintaining family discipline, taking good care of children, studying well (for single mothers) ... jointly building a cultural family that is considered and recognized as emulation.

VI. IMPLEMENTATION ORGANIZATION

1. Vietnam General Confederation of Labor

- Assign the Women's Union to advise and guide and monitor the implementation of the emulation movement "Good at public work, good at home work" among female union members and workers in the new situation.

- Committees and units under the General Confederation of Labor, based on their functions and tasks, shall implement relevant contents of the emulation movement.

2. Provincial and municipal Labor Federations, Central and equivalent industry unions, and Corporation Trade Unions under the General Confederation

- Labor Federations of provinces and cities, Central and equivalent industry unions, General Corporation Trade Unions under the General Confederation of Labor specify guidance, develop criteria, emulation content and evaluate the title "Good at public work, good at home work" to suit the characteristics of the local and industry situation.

- Regularly inspect and monitor the emulation organization process, promptly detect and adjust contents that are not suitable to the unit's reality; organize preliminary rewards, commendations, and rewards for collectives, individuals, families of female union members, and outstanding workers at their level and propose the General Confederation to consider thematic rewards according to regulations.

- Synthesize the report on the results of the emulation movement implementation to the Vietnam General Confederation of Labor (through the Women's Committee) in the thematic report on women's work according to regulations.
