A case of a worker stretching a ribbon demanding wages from a business owner has just occurred in Dien Bien, in which a reporter from Lao Dong Newspaper was called to intervene to protect his rights.
Workers stretch banners to collect debts because businesses are late in paying
In the last days of December, some photos and videos of workers stretching banners demanding wages in Dien Bien were shared on a number of social media groups, attracting special public attention. The banners have content thanks to authorities at all levels and Lao Dong Newspaper to help people get their wages.
Immediately after the incident, Lao Dong Newspaper reporters approached and learned about the information from related people. Thereby, it was determined that the case of workers stretching banners to collect unpaid wages occurred on December 30, 2025 in Tia Dinh commune (in the old Dien Bien Dong district), Dien Bien province.
The incident is related to the project "Moving people from Tia Dinh village to Chua Ta village, Tia Dinh commune". This project is invested by the Project Management Board of Area 2. The project construction unit is a joint venture of Trong Sy Construction and Transport Company Limited and Phuc Linh Company Limited.
According to the confirmation record between the enterprise and the investor's representative and the workers who are owed wages (November 21), the enterprise currently owes workers 685,480,000 VND, including wages of the workers' groups; food; excavator workers...
The investor and the contractor committed to paying the debt to the workers on behalf of the workers on December 30, 2025. However, by the appointment, these workers still did not receive the wages as agreed, so the workers hung banners, asking the authorities and Lao Dong Newspaper to intervene.
On January 5, speaking with a reporter from Lao Dong Newspaper, Mr. Chu Dinh Hung - Director of the Project Management Board of Area 2 - said: "To ensure the rights of workers, the Project Management Board has worked with all parties and agreed to take the warranty and construction fee from the enterprise to pay to workers when the enterprise completes the volume". However, by December 30, 2025, the enterprise had not yet completed some items, so the investor could not pay the remaining amount to the workers.
Workers thank Lao Dong Newspaper
On January 6, Lao Dong Newspaper reporters had a working session with Mr. Do Trong Sy - Director of Trong Sy Construction and Transport Company Limited. He said: "The amount of nearly 700 million VND in the case of workers stretching banners to collect debts has nothing to do with the project that the company is implementing".
According to Mr. Sy, in the project "Moving people from Tia Dinh village to Chua Ta village, Tia Dinh commune" (where workers and a group of people hung banners), the enterprise did not owe workers' wages. The amount of money owed by the parties according to the minutes of the meeting was from other projects.
Explaining this debt, Mr. Do Trong Sy said: "We keep a part of our workers' wages to pay directly to the people in the presence of the commune government, to avoid the situation of paying to the workers' group leader but the workers are not receiving it as before".
However, the company director also admitted that the workers' debt must be paid, regardless of the project's cost, when the project is completed. Therefore, he directed workers to complete the damaged items arising after the flood to be paid and have money to pay the workers...
After Lao Dong Newspaper reported on Laodong.vn on January 6, on the afternoon of January 7, the investor (LGDP Committee Region 2) said that the unit had paid the project guarantee to the enterprise after they completed the items. On the same day, the enterprise paid wages to workers and groups of workers.
On the same day, some workers and the heads of the workers in the "tsuice bang demanding wages" case sent a message of thanks to Lao Dong Newspaper after receiving money from the enterprise.
