Hai Phong - The City People's Committee has just issued instructions to overcome the situation of late payment of social insurance, health insurance, and unemployment insurance in the area.

The City People's Committee requests the city's departments, branches, sectors and organizations to actively coordinate with Hai Phong City Social Insurance to strengthen inspection, examination, supervision and urging agencies, units and enterprises under their management to strictly implement the Law on Social Insurance, the Law on Health Insurance, the Law on Employment, the Law on Safety and Hygiene, and collect and pay social insurance, health insurance, and unemployment insurance in accordance with regulations to reduce the situation of late payment of social insurance, health insurance, and unemployment insurance.

Employers must register and pay the full amount of social insurance and health insurance to compulsory social insurance participants; strictly punish agencies, units and enterprises that intentionally violate the implementation of social insurance, health insurance, and unemployment insurance policies for employees and share the production and business activities of agencies, units and enterprises.

The Department of Finance balances budget sources, allocates funds to buy health insurance cards for groups of subjects paid by the state budget, supports and other social groups supported to pay voluntary health insurance and social insurance. At the same time, urgently review and implement the granting of funds for social insurance, health insurance, and unemployment insurance contributions to participants working at units receiving salaries from the state budget according to regulations.

The Department urges the People's Committees of communes, wards and special zones in the eastern part of Hai Phong to implement regulations on decentralization of budget management to transfer funds to voluntarily participate in health insurance and social insurance to groups of subjects paid and supported by the state budget, to prevent late payment of health insurance and social insurance.

The People's Committees of communes, wards and special zones will strengthen direction in developing social insurance, health insurance, and unemployment insurance participants, reducing the amount of late social insurance, health insurance, and unemployment insurance contributions; Establishing interdisciplinary inspection teams to conduct inspections and require agencies, units, and enterprises in the area to strictly implement the Social Insurance Law and the Health Insurance Law. Along with that, handle and punish units that are late in paying or evade paying social insurance, health insurance, and unemployment insurance to participants according to regulations.

The city requires promoting communication work on the implementation of social insurance and health insurance policies, especially the situation of late payment of social insurance, health insurance, and unemployment insurance by employers in the city, which has affected the rights of participants.

According to the report of the City Social Insurance, after implementing the arrangement of provincial-level administrative units and reorganizing commune-level administrative units, there is still a situation where many agencies, units and enterprises in the city are late in paying social insurance, health insurance, and unemployment insurance. The prolonged delay in payment affects the funding source for pension payment, social insurance and unemployment insurance benefits, health insurance medical examination and treatment costs and the rights of social insurance, health insurance and unemployment insurance participants.

As of August 31, 2025, the total amount of late payment of social insurance, health insurance, and unemployment insurance of agencies, units, and enterprises in the city is VND 1,286 billion; 1,653 agencies, units, and enterprises are regularly late in paying social insurance, health insurance, and unemployment insurance for 2 months or more with a total late payment amount of VND 704.8 billion; there are 130 administrative units in the public service that are late in paying social insurance, health insurance, and unemployment insurance with an amount of VND 23.9 billion.
