Analyzing the subjective causes, Mr. Le Anh said that in the accident at Yen Bai Cement Factory, workers did not comply with safety procedures. In addition, the enterprise has not fully developed plans to prevent occupational accidents and is not fully aware of building its reputation and brand to attract highly skilled union members and workers.
