Trade unions at all levels proactively implement Directive 31 on strengthening the Party's leadership in occupational safety and health

On March 19, 2024, the Central Party Secretariat issued Directive No. 31-CT/TW on continuing to strengthen the Party's leadership over occupational safety and health in the new situation (hereinafter referred to as Directive No. 31).

To effectively implement this Directive, the Presidium of the Vietnam General Confederation of Labor issued Official Letter No. 1690/TLD-QHLD dated July 17, 2024, requesting the provincial and municipal labor federations, central and equivalent industry unions, and the General Confederation of Labor's corporation unions to focus on implementing the following key contents:

Organize and fully grasp the contents of Directive No. 31CT/TW in conjunction with the implementation of the breakthrough of the Resolution of the 13th Congress of the Vietnam General Confederation of Labor on promoting dialogue and collective bargaining on working hours, rest hours, and occupational safety and hygiene to all levels of trade unions and trade union officials; for the purpose of ensuring the rights of workers to work in occupational safety and health conditions; contributing to improving working conditions, taking care of workers' health and preventing occupational accidents and diseases; ensuring safety of life for workers and the sustainable development of enterprises and the country.

Strengthen the leadership and direction of the Standing Committees and Executive Committees of Trade Unions at all levels on occupational safety and health; identify occupational safety and health as an important, regular task and make it an annual target to strive for to develop a specific, practical action plan; specify Directive No. 31-CT/TW into contents, tasks, and solutions in programs and work plans in accordance with the functions, tasks, conditions, and actual situation of the locality and industry; have focus, key points and go into substance, practice, in accordance with the actual situation, avoiding formality; have specific assignment, decentralization and linkage with the work of inspection, supervision, review, and evaluation of implementation.

2. Strengthening propaganda and dissemination to raise awareness of occupational safety and health

Regularly propagate, disseminate, and raise awareness of enterprises, production and business establishments, employers, employees, union officials, and members about the role and importance of occupational safety and health, thereby enhancing responsibility, proactiveness, and positivity in implementing the provisions of the law on occupational safety and health; improving working conditions, preventing occupational accidents and diseases; thereby contributing to the development of sustainable production and business of enterprises and society.

Innovation in content, diversify forms, apply information technology, digital transformation in information and propaganda work on occupational safety and health in accordance with each group of workers, with interest in sectors, fields, enterprises, and production facilities with high risks; focus on visual propaganda, introduce and replicate models that do a good job of occupational safety and health; disseminate methods and skills to prevent occupational accidents and diseases to union officials and workers. Create conditions, helping union members and workers have full and timely access to information on issues related to occupational safety and health.

Innovate the launching and activities of the emulation movement "Green - Clean - Beautiful, Ensuring occupational safety and hygiene" in line with local, industry and grassroots practices, attracting a large number of union members and workers to participate; ensure occupational safety and health associated with environmental protection, promote green growth adapting to climate change.

Improve efficiency, attract the participation of businesses, union members, and workers in Workers' Month, the annual Labor Safety and Hygiene Action Month.

Promote the role of grassroots trade unions in mobilizing, propagating, and building a culture of labor safety at the workplace among union members and workers. Promote dialogue and negotiation activities on working hours, rest hours, occupational safety and health, contributing to building harmonious, stable, and progressive labor relations at the workplace.

3. Strengthening coordination in inspection, examination and supervision of occupational safety and health

Trade unions at all levels are more proactive, strengthening coordination with agencies, functions, and employers in occupational safety and health; promoting the supervision of trade union organizations and coordinating inspection and examination of compliance with legal regulations on occupational safety and health, especially activities: monitoring the working environment, periodic health check-ups and occupational health check-ups; occupational safety and health training; inspecting machinery, equipment, and materials with occupational safety and health testing requirements.

Focus, care for, encourage the detection of problems, synthesize problems and shortcomings, and make recommendations to grassroots trade unions and the General Confederation.

Coordinate with relevant agencies and employers to promptly detect, replicate, commend, reward collectives and individuals, good models, effective handling and strictly handle violations, especially violations that lead to occupational accidents and serious incidents related to occupational safety and health.

4. Completing and improving the operational capacity of the staff working on occupational safety and health of the trade union system and the safety and hygiene network

Increase resources, especially finance for propaganda work and training and fostering union officials on occupational safety and health.

Select and arrange staff working in occupational safety and health at all levels of trade unions who are trained in occupational safety and health or have experience, especially in fields and enterprises with a high risk of occupational accidents, localities with many enterprises and industrial parks, and a large number of workers.

Direct, guide and support grassroots trade unions to coordinate with employers to establish, train, foster knowledge and skills on occupational safety and health and create favorable mechanisms as well as allowances for the occupational safety and hygiene network to operate effectively.

5. Strengthen research and application of science and technology on occupational safety and health

Do a good job of research, investigation, survey, discovery, proactively advising, proposing timely amendments and supplements to the regime, policies and laws on occupational safety and health, improving working conditions from the perspective of benefits and safety, health and life of workers.

Focus on research on working conditions and risk risks in occupations and fields with high risk of occupational accidents and diseases; detecting occupational diseases, assessing and forecasting occupational damage to workers' health, preventive solutions, health care for workers, solutions to ensure occupational safety and health and environmental protection.

Proactively study and propose adding a list of arduous, toxic, dangerous and especially arduous, toxic, dangerous occupations, occupational diseases covered by social insurance.

Implementing Directive No. 31-CT/TW well is a common task of the Trade Union at all levels and is an important criterion for evaluating annual emulation./.
