Based on Clause 1, Article 2 of Circular No. 43/2025/TT-BYT dated November 15, 2025 of the Ministry of Health, commune-level health stations are public health non-business units directly under the People's Committees of communes, wards, and special zones of provinces and centrally-run cities.
According to the provisions of Article 6 of Circular No. 43/2025/TT-BYT dated November 15, 2025 of the Ministry of Health, based on the functions, tasks, powers and organizational structure of commune-level Health Stations, guidance from competent authorities on job positions and civil servant structure, commune-level Health Stations shall develop a Job Position Project, submit it to competent authorities for appraisal and approval as a basis for recruiting, using, and managing civil servants.
The list of job positions of commune-level Health Stations is determined according to the guidance of the Ministry of Health and the Ministry of Home Affairs in accordance with the unit's requirements.
The number of employees and the structure of public employees according to professional titles of the commune-level Health Station are determined based on the job position and workload according to the functions, tasks, and scope of operation of the commune-level Health Station, assigned or approved by competent authorities. Annually, the commune-level Health Station develops a plan on the number of employees, submits it to competent authorities for consideration and decision according to the provisions of law.
Based on Clause 2, Article 5 of Circular No. 03/2023/TT-BYT dated February 17, 2023 of the Ministry of Health, the norm for the number of employees of the Commune Health Station is 5 employees/station and can be adjusted depending on the population size in each locality.
The job position of the Commune Health Station is implemented according to the provisions of Clause 2, Article 5 of Circular No. 03/2023/TT-BYT dated February 17, 2023 of the Ministry of Health and Clause 1, Article 5 of Circular No. 43/2025/TT-BYT dated November 15, 2025 of the Ministry of Health:
Leadership and management positions: Director of the Health Station and Deputy Director of the Health Station.
Job positions with medical professional titles: Doctor/Pharmacist of Preventive Medicine (Rank III); Public Health (Rank III); Physician (Rank IV); Pharmacist (Rank IV); Nurse Rank IV; Midwife Rank IV; Population Officer Rank IV.
Currently, the Ministry of Health is in the process of developing a new Circular to amend and supplement Circular No. 03/2023/TT-BYT, in which it is expected to add many new job positions, and at the same time, increase the number of employees at each health station in communes, wards, special zones of provinces and centrally-run cities to 15 people/station and can be adjusted depending on the population size in the locality.
