Regulations on changing military driving licenses issued by the Ministry of National Defense from July

The Legal Consulting Department of Lao Dong Newspaper said that Article 22 of Circular 108/2026 of the Ministry of Public Security (effective from July 1, 2026) clearly stipulates the exchange of military driver's licenses issued by the Ministry of National Defense.

1. Requirements for changing military driver's licenses issued by the Ministry of National Defense when no longer serving in the Army

a) People with military driver's licenses issued by the Ministry of National Defense that are still valid and need to renew their driver's licenses;

b) Military driver's licenses with validity are allowed to drive many different classes of vehicles, which are exchanged for driver's licenses with validity to drive corresponding classes of vehicles; military driver's licenses of class CX are exchanged for driver's licenses of class C;

c) People with military driver's licenses issued by the Ministry of National Defense who violate road traffic order and safety have completed the request of competent state agencies on resolving and handling administrative violations in the field of road traffic order and safety.

2. Dossier includes:

a) Copies of documents proving that they are no longer serving in the People's Army forces;

b) Health certificate of the driver still valid (electronic version), in case due to technical errors, the electronic version cannot be used, use the paper version issued by a medical examination and treatment facility that meets the standards according to the provisions of law on medical examination and treatment;

c) Military driver's licenses that are still valid or confirmation from the competent authority of the Ministry of National Defense that a military driver's license has been issued, and the condition is still valid.

Implementation sequence

Individuals submit directly 1 set of dossiers according to the provisions of Clause 2 of this Article to the Traffic Police Department or commune-level Police, individuals take photos directly or use photos from ID card data or send portrait photos, white background, size 3 cm x 4 cm at the dossier receiving place, present the originals of the documents specified in Point a, Clause 2 of this Article for comparison and must complete the obligation to pay fees according to regulations.

In case the driver has a need to change their driver's license to a lower class, they must register with the dossier receiving agency.
