Cases where driver's licenses can and cannot be re-issued
The Legal Consulting Department of Lao Dong Newspaper said that Article 20 of Circular 108/2026 of the Ministry of Public Security (effective from July 1, 2026) clearly stipulates the re-issuance of driver's licenses.
Accordingly, people with valid driver's licenses that are lost are requested to reissue their driver's licenses.
No re-issuance of driver's licenses for the following cases: driver's license information not in the driver's license information system at the Traffic Police Department or not in the list of driver's licenses issued (management book); people who violate the law on road traffic order and safety who have not completed the request of competent state agencies on resolving and handling administrative violations in the field of road traffic order and safety.
Driver's license re-issuance dossier
The driver's health certificate is still valid (electronic version), in case due to technical errors, the electronic version cannot be used, use the paper version issued by a medical examination and treatment facility that meets the standards according to the provisions of law on medical examination and treatment.
Passport with validity (for foreigners, overseas Vietnamese).
Implementation sequence
Individuals prepare 1 set of dossiers according to regulations and send them online at the National Public Service Portal or the National Identification Application or applications of the People's Police force; dossiers must be declared according to instructions, be responsible for the accuracy and legality of the declared content and must fulfill the obligation to pay fees for renewing and re-issuing driver's licenses according to regulations and pay fees for using other services according to the individual's needs.
In case people do not have level 2 identification or do not have driver's license data in the driver's license information system or due to a fault in the National Public Service Portal system, submit the dossier directly to the commune-level police where the receiving point is arranged or the Traffic Police Department.
Individuals taking photos directly or sending 1 portrait photo, white background, 3x4 size at the application receiving location or using photos from ID data must complete the obligation to pay the fee.
