Regulations on changing driver's licenses in the People's Police applied from July 2026

The Legal Consulting Department of Lao Dong Newspaper said that Article 23 of Circular 108/2026 of the Ministry of Public Security (effective from July 1, 2026) clearly stipulates the renewal of driver's licenses in the People's Police.

1. Requirements for changing driver's licenses in the People's Police when no longer serving in the Police force

a) People with driver's licenses still valid; lost or damaged but still valid, with information in the driver's license information system at the Traffic Police Department or the list of driver's licenses issued (management book) who need to have their driver's licenses renewed;

b) People with motorbike driver's licenses made of paper material, not erased, with sufficient information in the driver's license, who need to have their driver's licenses renewed;

c) Not changing driver's licenses in case information is erased; people who violate the law on road traffic order and safety who have not completed the request of competent state agencies on resolving and handling administrative violations in the field of road traffic order and safety; people who do not have information in the driver's license information system at the Traffic Police Department or the list of driver's licenses issued (management book).

2. Driver's license renewal dossier

a) A driver's license in case it is not in the driver's license management database in the People's Police or driver's license management book; a commitment in case the driver's license is lost, with original records;

b) Copies of documents proving that they are no longer serving in the People's Police force or official letters requesting to change driver's licenses in the People's Police of the unit to serve work requirements;

c) Health certificate of the driver still valid (electronic version), in case due to technical errors, the electronic version cannot be used, use the paper version issued by a medical examination and treatment facility that meets the standards according to the provisions of law on medical examination and treatment.

Implementation sequence

Individuals submit directly 1 set of dossiers according to the provisions of Clause 2 of this Article to the Traffic Police Department or commune-level Police; individuals take photos directly or use photos from ID card data or send portrait photos, white background, size 3 cm x 4 cm at the dossier receiving place, present the originals of the documents specified in Point b, Clause 2 of this Article for comparison and must complete the obligation to pay fees according to regulations.

In case the driver has a need to change their driver's license to a lower class, they must register with the dossier receiving agency.
