Penalties for walking across roads without hand signals in 2026

Decree No. 168/2024/ND-CP of the Government (amended and supplemented by Decree No. 238/2026/ND-CP) stipulates penalties for administrative violations of traffic order and safety in the field of road traffic; deduct points, restore points for driver's licenses.

In which, Article 10 stipulates the penalty level for pedestrians violating road traffic rules.

A fine of between 150,000 VND and 250,000 VND shall be imposed on pedestrians who commit one of the following violations:

- Not traveling in the correct lane; crossing the median strip; crossing the road in the wrong place; crossing the road without hand signals as prescribed;

- Failure to comply with the orders or instructions of traffic lights, signs, and road markings, except for violations specified in point a, clause 2 of this Article;

- Failure to comply with orders or instructions from traffic controllers or traffic controllers.

A fine of between 400,000 VND and 600,000 VND shall be imposed on pedestrians who commit one of the following violations:

Entering the expressway, except for people serving the management and maintenance of the expressway;

Carrying and carrying bulky objects that obstruct traffic;

Hanging and clinging to traffic vehicles running.

Article 11 stipulates the level of penalties for drivers, leading pets, and driving traction vehicles that violate road traffic rules as follows:

A fine of between 150,000 VND and 250,000 VND shall be imposed for one of the following violations:

- Not giving way as prescribed, not signaling by hand when changing direction;

- Failure to comply with the orders or instructions of traffic lights, signs, and road markings, except for violations specified in Clause 3 of this Article;

- Not having enough tools to store pet waste or not cleaning up pet waste discharged onto the road and sidewalk;

- Letting pets travel on roads that do not ensure safety for people and vehicles participating in traffic;

- Moving in a horizontal line of 2 or more vehicles;

- Letting pets pull carts without drivers;

- Driving a vehicle without signals as prescribed.

A fine of between 400,000 VND and 600,000 VND shall be imposed for one of the following violations:

- Failure to comply with the orders and instructions of traffic controllers or traffic controllers;

- Leading pets to follow while driving or sitting on road traffic vehicles;

- Controlling and leading pets in the wrong lane, entering prohibited roads, prohibited areas, and entering the lane of motor vehicles.

A fine of between VND 1,000,000 and VND 2,000,000 shall be imposed on drivers, guides of pets, and drivers of pet vehicles pulling them into highways.
