Subsidy level for grassroots security and order teams in Hai Phong from July 1st

The Labor Law Consulting Department said:

For forces participating in protecting security and order at the grassroots level, whether their allowances increase or not depends on the policies of each province and city.

Because the allowance level for this force is not applied uniformly nationwide but is decided by the Provincial People's Council based on the socio-economic conditions of each locality.

Many provinces and cities across the country calculate allowances and support for grassroots security and order teams according to a coefficient multiplied by the base salary. Some localities also stipulate allowance levels equal to a fixed absolute amount of money.

In Hai Phong, based on Resolution No. 10/2024/NQ-HDND of the People's Council of Hai Phong City on Regulations on criteria for establishing security and order protection teams; criteria on the number of members of security and order protection teams; level of support for forces participating in security and order protection at the grassroots level in the city, then:

The monthly support level for forces participating in protecting security and order at the grassroots level (including support for voluntary social insurance and health insurance) is regulated:

Team leader: 1.2 times the base salary/month.

Deputy team leader: 1.0 times the base salary/month.

0.8 times the base salary/month.

From July 1, 2026, the base salary increases to 2,530,000 VND/month. Thus, the allowance table of the Security and Order Protection Team converted according to the new base salary level in Hai Phong is as follows:

Financial support level when there is a decision to summon the Chairman of the Commune-level People's Committee to perform tasks to ensure security and order or night patrols according to the plan approved by the competent authority from 10 pm the previous day to 6 am the next morning: Support level: 40,000 VND/person/shift; maximum not exceeding 10 shifts/month, 60 shifts/year.

Financial support level when performing tasks on holidays, weekends, Tet holidays (not arranged for compensatory leave) or performing heavy, hazardous, dangerous or especially heavy, hazardous, dangerous work according to the provisions of labor law: Support level: 60,000 VND/person/day; maximum not exceeding 11 days/year.
