Teacher training and fostering costs according to new regulations

Clause 1, Article 23, Decree 93/2026/ND-CP detailing and guiding the implementation of a number of articles of the Law on Teachers (effective from March 31, 2026) stipulates the funding for teacher training and fostering as follows:

a) The State supports training and fostering costs specified in Article 21 of this Decree according to the planning, plans and roadmap of educational institutions approved by competent authorities in accordance with regulations on state budget decentralization. The funding source is estimated in the education budget of ministries, branches and localities;

b) Encourage educational institutions to use the Career Development Fund and other legal revenue sources to support training costs to improve qualifications and regular training for teachers;

c) Encourage organizations and individuals to sponsor funds for teacher training and fostering activities in accordance with the law;

d) Teachers self-pay for learning programs according to personal needs that are not in the planning and training and fostering plans of agencies and units.

Thus, from March 31, 2026, the funding for training and fostering teachers is regulated as above.
