Ministry of Home Affairs answers the regime of early salary increase for high school teachers

HƯƠNG NHA (báo lao động) 09/04/2026 08:40 (GMT+7)

The Ministry of Home Affairs said that early salary increases for teachers depend on the regulations of each unit and specific achievement criteria.

Ms. Nguyen Thi Huyen (character name changed), a teacher at a public high school in Hanoi, said that she received a grade 9 salary increase from January 1, 2019 and began to receive grade 9 salary and seniority allowance beyond the frame on January 1, 2022.

By February 1, 2024, she was issued a decision by the Hanoi Department of Home Affairs to be appointed to the professional title of teacher rank II, code V.07. 05. 14, enjoying rank 5, salary coefficient 5.36. This appointment is associated with the position of professional team leader and professional achievements, so she no longer enjoys seniority allowance beyond the frame.

During her work, Ms. Huyen said that she was awarded a Certificate of Merit by the Minister of Education and Training in 2022 for her contributions to building and developing the school. In 2024, she continued to receive a Certificate of Merit from the Dan Phuong District People's Committee for her achievements in fostering excellent students, and was also ranked as a civil servant who excellently completed tasks in the 2024–2025 school year.

From the above milestones and achievements, Ms. Huyen questioned whether she is eligible to be considered for a 12-month early salary increase on February 1, 2026 according to current regulations.

Regarding the female teacher's petition, the Ministry of Home Affairs has responded on the Electronic Information Portal.

The regime of early salary increase due to outstanding achievements in performing tasks for civil servants and public employees is specified in Clause 1, Article 3 of Circular No. 08/2013/TT-BNV dated July 31, 2013 of the Minister of Home Affairs guiding the implementation of the regime of regular salary increase and early salary increase for cadres, civil servants, public employees and employees (amended and supplemented in Clause 6, Article 1 of Circular No. 03/2021/TT-BNV dated June 29, 2021 of the Minister of Home Affairs).
